CONSULTANT - TRUANCY OFFICER
General Description of Position:
Provide direct services to constituent districts and staff relative to truancy services. Other direct services may include pupil accounting and homeschool services as needed.
Essential Duties and Responsibilities:
  • Serve as a CISD Bonded Attendance Officer.
  • Identify the needs of individual students and families and refer them to outside organizations for various support services.
  • Responsible for carrying out responsibilities related to truancy referrals, parent meetings, developing student/school/parent contracts, preparing/filing court complaints and juvenile court activities.
  • Coordinate/responsible for Homes School Registry.
  • Responsible for maintenance of, training for, technical assistance, and reporting from the PAIR database.
  • Responsible for implementation and monitoring of Summit Pointe Wrap Around Referral.
  • Receive and respond to inquiries regarding responsibilities and services provided by the Department of Regional Technology and Data Services (CDOT).
  • Responsible for communication, data collection, compilation, analysis and presentation, for meetings, local districts, and outside agencies.
  • Prepare communication, letters, presentations and reports using various software programs and database systems for local, state and outside organizations.
  • Knowledge and usage of various websites (such as MDE, CEPI, etc.) for required reporting as well as job-related functions and research.
  • Responsible for school safety reporting, data collection, research and presentations.
  • Address the training needs of local school districts in the areas of truancy and non-public or home schools consultation as well as developmental projects.
  • Coordinate and provide leadership for work assigned to Administrative Assistant to gather, compile and disseminate and present statistical data.
  • Provide support to constituents for the Graduation and Dropout Application including: training, reporting, auditing, and monitoring compliance.
  • Provide support to constituents for the Sec 25e Application including: training, reporting, auditing and monitoring compliance.
  • Provide assistance as needed for pupil accounting technical assistance, training, auditing, recordkeeping, data collection, and data reporting to Michigan Department of Education, CEPI, and local school districts in counties served.
  • Represent Calhoun ISD on state and county associations as appropriate, specifically for truancy as determined by the supervisor.
  • Other duties as assigned/requested.
  • Maintain regular consistent attendance and punctuality.
  • Maintain a professional personal appearance.
  • Adhere to district health and safety procedures.
  • Adhere to Board Policies.
  • Maintain confidentiality.

Education and/or Experience:
Required:
  • High School Graduate or equivalent plus 5 years secretarial/office management experience.
  • Experience in working with at-risk children/youth/families by identifying intervention programs and assistance.
  • Experience in the Juvenile Court system.
  • Knowledge of, and experience in, school district enrollment and membership processes and related data applications.

Recommended:
  • Two (2) years experience in pupil accounting/auditing responsibilities in the K-12 environment.
  • Two (2) years experience with Michigan's various state data systems (e.g. MSDS).

CERTIFICATES, LICENSES, REGISTRATIONS:
  • Maintain MSBO MPAAA Auditor Certification. Attendance Office Oath of Office and $1,000 surety bond.

B.Complaint/Grievance Procedure Notice
I.Any person believing that the Calhoun Intermediate School District or any of the District's staff has inadequately applied the principles and/or regulations of non-discrimination laws or district non-discrimination policies may bring forward a complaint, which shall be referred to as a grievance to the district's Civil Rights Coordinator.

II.The person who believes s/he has a valid basis for grievance shall discuss the grievance informally and on a verbal basis with the District's Civil Rights Coordinator, who shall in turn investigate the complaint and reply with verbal answer to the complainant. S/He may initiate formal procedures according to the following steps:
Step 1
A written statement of the grievance signed by the complainant shall be submitted to the District's Civil Rights Coordinator within five (5) business days of receipt of answers to the informal complaint. The Coordinator shall further investigate the matters of grievance and reply in writing to the complainant within five (5) business days.
Step 2
If the complainant wishes to appeal the decision of the District's Civil Rights Coordinator, s/he may submit a signed statement of appeal to the Superintendent of Schools within five (5) business days after receipt of the Coordinator's response. The Superintendent shall meet with all parties involved, formulate a conclusion and respond in writing to the complainant within ten (10) business days.
Step 3
If the complainant remains unsatisfied, s/he may appeal through a signed written statement to the Board of Education within five (5) business days of his/her receipt of the Superintendent's response in step two. In an attempt to resolve the grievance, the Board of Education shall meet with the concerned parties and their representative within twenty (20) business days of the receipt of such an appeal. A copy of the Board's disposition of the appeal shall be sent to each concerned party within ten (10) business days of this meeting.
The District's Coordinator, on request, will provide a copy of the District's grievance procedure and investigate all complaints in accordance with this procedure.
A copy of each of the Acts and the regulations on which this notice is based may be found in the District Coordinator's office.
