Description of Job
This Correctional Support Trades Supervisor I (CSTS I) is a Welder/Fabricator at the Fremont Correctional Facility (FCF), a Colorado Department of Corrections (CDOC) prison facility located in Canon City, CO. Primary responsibilities include but are not limited to: ensuring the safety and security of the general public, staff and offenders; training and overseeing offender workers in welding skills and procedures and ensuring the safe, efficient and compliant completion of assigned projects. This position prepares offenders for community reentry by promoting the CDOC Mission, Vision and Values with integrity and commitment.
Safety and Security - position maintains safety and security of facility and work sites; through clear, accurate and respectful communication trains and guides offenders in the proper use of controlled items, keys, tools, equipment and chemicals; enforces security procedures by conducting work site searches and monitoring workplace environment and offender behavior, paying close attention to changes, inappropriate activity or potential problems; initiates verbal reprimands when warranted and, if necessary, physically controls offenders with the proper application of restraints or "use of force" techniques; monitors, supervises and escorts offenders according to facility policy and limits offender access to restricted areas; position performs offender counts and transportation; responds to emergency situations such as fights, fires and escapes according to agency policy and writes and submits required reporting. Through conscientious observation, clear communications and adherence to agency regulations and policy, position promotes a safe and secure environment.
Operations - position ensures safe, efficient, compliant and cost effective completion of assigned work. Position is responsible for design, installation, remodel, repair and daily maintenance of facility buildings utilizing skills in ARC, MIG and TIG welding of steel, aluminum and stainless steel, plasma cutting and oxygen/acetylene torch. Position inspects and repairs metal doors, jambs, frames, thresholds, handrails, rest room partitions, food service equipment, laundry equipment, recreation equipment etc...fabricating a variety of structures from verbal directions, sketches, drawings and/or blueprints. Position is also responsible for the maintenance and operation of two industrial grade welders owned by the FCF Maintenance Shop.
Position coordinates logistical support with other trades and shops in order to use resources efficiently; monitors progress and quality of work; completes required documentation such as work orders and incident reports; provides assistance as necessary to other operational areas of the maintenance department. This position provides any welding repairs or metal fabrication required to complete CTCF Maintenance projects.
With prior purchase approval and in accordance with fiscal rules and policies, position maintains adequate inventory of supplies in preparation for urgent and daily needs; monitors inventory levels and usage and tracks issuance of supplies and materials; implements procedures for efficient inventory and elimination of theft, waste and loss; initiates requisitions for additional supply purchases and ensures accountability and proper processing.
Position may be assigned to assist other trades supervisors and crews.
Supervision - provides supervision of assigned offender workers; promotes a high level of performance by setting the work standard according to agency mission, vision and values. Trains and instructs staff and offenders in the appropriate use of all relevant tools, equipment and procedures to ensure efficient, safe and effective completion of assigned tasks; stresses safe construction practices and the proper use of Personal Protective Equipment (PPE) for self, staff and offenders; exemplifies a professional workforce that embodies honesty, integrity and ethical behavior.
Participates in offender hiring process in order to ensure appropriate placement on crew and training needs; tracks and calculates offender hours and pay, creates schedule and assigns tasks and resolves informal grievances; inspects work and performs offender evaluations; reduces offender idleness and creates real life work opportunities to prepare offenders for community reentry.
Position may be required to supervise additional offender crews in the absence of other supervisors.
This position is subject to the following:
Facility call back, working additional hours or shifts to maintain security and operations, working outside during inclement weather and working in close proximity to industrial equipment.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
Experience must be clearly described within the work history and job duties section of your application to meet this requirement. Please note that any work experience less than full time will be prorated.
Four (4) years of employment experience that may have included ARC, MIG and TIG welding of steel, aluminum and stainless steel, as well as plasma cutting and oxygen/acetylene torch work. Experience must include non structural or load bearing design, fabrication and installation of metal structures that are safe and reliable.
OR:
Applicant may meet the four (4) year requirement with a combination of work experience as follows:
A minimum of two (2) years of employment experience as described above may be combined with two (2) years employment experience inBuilding/Equipment Maintenance or Correctional experience for a total of at least four (4) years.
Building/Equipment Maintenance - includes planning, estimating and performing a variety of "hands on" trades such as carpentry, plumbing, welding, machinery/equipment repair and/or electrical on residential, commercial or agricultural structures.
Correctional Experience - must be security related duties where primary responsibilities included detaining, controlling movement and escorting inmates in a prison facility; conducting counts and searches while monitoring inmate assignments and movement throughout the day.
Substitutions:
Successful completion of a formalized apprenticeship program or degree through an accredited vocational or trade school that resulted in demonstrated competencies equivalent to those learned through the required experience may substitute for experience on a year for year basis. Please attach transcripts if you are using this substitution.Transcripts must include the name of the institution, your student ID #, a listing of the course curriculum, the degree earned and the date awarded.
Required Competencies:
  • Strong work ethic, integrity and dependability;

  • Ability to design, fabricate, repair and/or install non structural or load bearing metal structures based on verbal descriptions, sketches, drawings or blueprints;
  • Ability to research and plan a welding project from conception to implementation, while considering safety and security, utilizing resources efficiently and coordinating with other trades, work units and/or other phases of the project;
  • Ability to maintain industrial grade welders;
  • Ability to follow policies to include sound tool control practices;
  • Exceptional discernment and decision making skills;
  • Excellent communication and interpersonal skills;
  • Willingness and ability to effectively communicate while working with inmates individually and in groups, providing verbal and/or written instructions, monitoring project progress and compliance, in a highly regulated environment with firm deadlines and mandatory reporting and record-keeping regulations;
  • Strong interpersonal skills with the ability to effectively cooperate with other staff and inmates and inspire teamwork;
  • Willingness and ability to train, coach and mentor inmate workers in order to prepare them for community reentry;
  • Ability to respond to emergency situations involving inmates (such as fights, fires or escapes) or warehouse issues;
  • Ability to climb ladders and stairs and work in high, tight and confined spaces;
  • Determination to follow policy and provide efficient, effective service while utilizing state resources responsibly;
  • Ability to read and comprehend the English language;
  • Ability to effectively communicate fluently in English both verbally and in writing.
Preferred Qualifications:
  • Related State of Colorado employment experience;
  • Experience with all of the following: ARC, MIG and TIG welding of steel, aluminum and stainless steel, as well as plasma cutting and oxygen/acetylene torch work.
