Job description

ICF Disaster Management division is seeking a CDBG-DR Financial Leadwith experience in disaster recovery, financial management, or similar work to support disaster recovery efforts in Oregon. This is an opportunity to be a part of a project management team that is making a significant impact on behalf of state recovery operations working to optimize disaster grant resource management. Future growth into team management potential. This position is 100% Remote in the United States.
What you will be doing:
• Providing expert interpretation of regulatory and HUD requirements for administering CDBG-DR funding
• Supporting financial reconciliation, invoice review, reporting, and data management efforts
• Working in a custom-built disaster recovery database to track funding, project progress, and develop customized reporting tools.
• Reviewing federal reimbursement documentation to ensure compliance with federal and state requirements.
• Maintaining and determining the accuracy and reliability of agency accounting records, such as expenditure, fund, appropriation, expense and revenue collection records, and ensures agency assets are accounted for properly.
• Reporting variances and recommend adjustments to accounting data to match actual activity.
• Providing technical assistance to the State on management of its disaster recovery grants.
• Assist in creating internal financial operations, including accounting practices, billing and collections, financial planning and analysis, internal audit, back-office systems, etc.
• Support program performance reporting and analysis by generating performance reporting information and identifying areas for improvement.
• Maintain systems and control necessary to provide accurate accounts of expenditures and budget balances for agency programs.
• Developing or updating procedures for the proper administration of grant funds.

Must Have Qualifications:
• Bachelor's Degree
• 4+ years' experience working on CDBG-DR or CDBG-MIT programs inclusive of: a) Firm understanding of CDBG-DR or CDBG-MIT requirements; and b) Firm understanding of 2 CFR 200 requirements.
• 4+ years' experience working with large datasets or database systems.
• 4+ years' experience with Microsoft Excel (including the use of pivot tables and advanced formulas).
Professional Skills:
• Expert problem-solving capabilities and ability to learn quickly and apply knowledge to unique circumstances.
• Self-motivated; ability to work independently.
• Excellent writing and presentation skills, with experience writing technical information clearly and concisely.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$82,673.00 - $140,544.00
