The Human Services Agency of Kings County has an immediate opening for a Case Review Officer. This position is assigned to the Administrative Division, Case Review Unit. The ideal candidate will possess analytical skills, familiarity with CPS practices, and a strong understanding of quality assurance principles and regulations. Future vacancies for may be filled from the eligible list established through this recruitment process. The eligible list is expected to remain active for six months. The incumbents report to the Supervisor in the Case Review/Quality Assurance Unit.
DISTINGUISHING CHARACTERISTICS
Case Review Officer is a classification utilized in the Human Services Agency. The incumbent is responsible for overseeing compliance activities in conformance with the Continuous Quality Improvement (CQI) cases of the Child Protective Services (CPS) programs and In Home Supportive Services (IHSS) programs in the Kings County Human Services Agency.
DUTY SAMPLE
Case Review Officers assigned to CPS and Probation Case Review: Conducts CPS and Probation Case Reviews to ensure the primary child welfare outcomes were achieved, including child safety, permanency, placement stability, continuation of family relationships, health and well-being, education, receipt of adequate services, responsiveness to the community, and recruitment and retention of resource families suitable to the child’s needs and culture; ensures children are receiving adequate visitation with family members, as well as quality of visitation; reviews case plans and ensures services are provided to meet individual needs; evaluates whether parents are participating in their children’s educational planning, medical appointments, and other services as needed; explores whether the Social Work or Probation Officer made reasonable and/or active efforts to refer and engage clients in services appropriate to their unique needs; conducts home visits and/or other contacts in the field to conduct in person interviews with children, parents, guardians, service providers, tribes, resource families, attorneys, medical personnel, therapists, Probation staff, Parole staff, school personnel, social workers, supervisors, management , extended family members, siblings, and any other necessary individuals as deemed important; utilizes CWS/CMS programs, Onsite Review Instrument (OSRI), case files, computer databases, e-mail, cell phones, county vehicles, office equipment, or other systems needed and made available by the county; documents Case Review interviews based on the OSRI and results of the reviews; makes recommendations in report form based on identified trends to management and California Department of Social Services (CDSS) to better inform how to improve child welfare practices, which includes data analysis and research; network with other county reviewers; participate on mandatory conference calls; attends local, state or regional meetings and trainings; may serve on state committees as assigned; travel out of county, at night, and during inclement weather (e.g. fog); extended travel may be required, including potential state-wide and out of state if necessary; safely operate county vehicle; performs other related work as assigned.

Any combination of education and relevant experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required knowledge, skills and abilities would be:
Education: Possession of a bachelor's degree from an accredited four-year college or university with major course work in public or business administration, psychology, social services or a related field of study. (Substitution: Additional qualifying experience may substitute for the required education on a year-for-year basis.)
Experience:Two (2) years of paid work experience performing case management at a level equivalent to or higher than a Social Service Worker II or Social Service Worker II – CPS with Kings County.
Certification:
1. Possession of a valid certificate in Continuous Quality Improvement (CQI) Case Review issued by the State of California required. Incumbent must obtain CQI certification within the first year probationary period or will be separated from employment.
2. Possession of a valid Child and Family Services Review (CSFR) Case Reviewer certificate from an approved California Department of Social Services (CDSS) Academy. Incumbent must obtain CFSR certification within the first year probationary period and maintain annual recertification.

License: Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
Special Requirements: Ability to qualify for security clearance through a background investigation which includes fingerprinting; requires travel in-county and out-of-county; certain positions in this classification may be designated as bilingual requiring fluency in a foreign language.
