Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. LAO Family has expanded its operations and service footprint to two additional counties, Alameda and Sacramento. LFCD’s headquarters office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of workforce, education, and human services that directly support predominantly low-income US-born high-barrier families and individuals, refugees, immigrants, transitional-age youth, seniors and other special populations such as individuals with disabilities.
Job Summary: LFCD is seeking a qualified candidate to serve participants to gain subsidized and unsubsidized job placements. This position is a full-time, non-exempt position whose core work hours are Monday-Friday from 8:30 am-5 pm. However, due to the nature of the program, this position will require a flexible work schedule, such as working early morning and late in the evening to pick up newly arrived families at the airport at midnight and bring them to the medical appointments the following morning at 8 am. This position is responsible for interfacing with local employers and training providers, external organizations, and the internal LFCD department. The position’s duties include outreach recruitment for employers and job seekers, providing orientation, intake assessment, setting up Individual Employment plans (IEP), case management, vocational training counseling, job placement, and retention services. Program activities and strategies include long-term career advancement for each participant, understanding the hiring and business development needs of each employer, the policy and compliance requirements of funders, and the many subtle factors that can influence each individual's ability to thrive and advance in the workplace. This position will report to the Program Manager.
Roles and Responsibilities:
- Conduct all program's intake eligibilities and verification; obtain all required documents, forms, orientation, assessments, workshops; make appropriate referrals to support client goals and long-term self-sufficiency; counsel clients individually and in groups and advocate their rights in social services.
- Provide client-focused case management and services, encompassing tasks such as guiding through healthcare and various systems, aiding in benefit and insurance access, directing to community service providers, and providing support in appointment scheduling and arranging transportation, and interpretation services.
- Maintain case records, statistics, and services recorded for project reporting purposes. Provide complete, accurate, and timely information needed for grant reporting and to report to management and input data in a database.
- Sustain and nurture existing collaborations with local service providers and community organizations.
- Generate timely and precise case records, monitor program data, stay informed about program prerequisites, and guarantee adherence to case files and documentation for compliance.
- Engage in outreach to aid clients with housing requirements and seek collaborations with local property management entities. Outreach into the community to share program information, promote the program, and create flyers and promotional materials.
- Work collaboratively with the office manager and other office staff to provide interim support and coverage. Meet with walk-in clients as needed.
- Attend office meetings and provide suggestions and feedback on office processes and procedures.
- Be able to travel to LFCD satellite locations to perform some of the responsibilities listed above. The frequency may fluctuate depending on the projects on hand. Will be required to attend offsite collaborative meetings, services at partner’s office, and to attend professional development training.
- Participate in an ad hoc committee to help the organization accomplish and maintain short-term and long-term goals from the organization’s strategic plans. Be actively involved in the Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation compliance and help accomplish the goals and objectives of the agency's strategic plan.
Requirements and Qualifications:
- A Bachelor’s degree or equivalent preferred in social work, psychology, or related field; bilingual in Dari/Farsi & Pashto is required. Preferably to have 1-2 years of experience providing case management with sensitive populations.
- Knowledge of the human services needs of the local job market is a plus.
- Self-starter, ability to work with minimal supervision; excellent communication, community relations, networking, and public speaking skills.
- Demonstrated ability to work with families, women, and children without discrimination towards people of diverse cultures, races/ethnicities, socioeconomic positions, ages, religions, genders, physical/mental challenges/disabilities, and sexual orientations.
- Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures.
- Able to travel to meet with service providers and participants; ability to work independently as well as part of a team; must have a flexible schedule on some evenings and weekends.
- Proficient computer skills in MS Word, Excel, PowerPoint, database management, and Internet Explorer.
- Must have a valid California Driver's License, clean DMV record, and proof of current auto insurance and registration; must pass a background check. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Compensation: Hourly based on experience and education, along with a comprehensive benefits package including health plan/vision, dental, paid vacations, holidays, sick leave, and employer-contributed pension/group life insurance.
