Cartographic Analyst

Role Summary:
Nelson Intelligence Solutions has a career opportunity for a Cartographic Analyst at Fort Liberty, North Carolina. This is a non-personnel services contract to provide Enterprise Geographic Information Systems (GIS) Administration and Engineering Services for the Fort Liberty Directorate of Public Works (DPW). DPW's mission is to manage an Installation-wide geospatial capability and use that capability to support the daily geospatial business needs of all Garrison Directorates and Support Offices.
The program is responsible for providing oversight on the creation, maintenance, and management of Installation geospatial data. Support to DPW would include the following objectives:
  • Provide support for the Installation-wide geospatial information system (GIS) and Computer Aided Design and Drafting (CADD) capabilities.
  • Create, maintain, and distribute authoritative standardized geospatial information, products, and services in compliance with AR 115-13, GIS Quality Assurance Plans (QAP), and other Deputy Chief of Staff, G9 Installations (DCS, G9), Installation Geospatial Information & Services (IGI&S) standards.
  • Increase the availability of geospatial capabilities to all users.
  • Provide suggestions for eliminating redundant geospatial data and capabilities.
  • Create and maintain a database of Computer Aided Design (CAD) drawings and As-Builts for Fort Liberty facilities.

Responsibilities:
The Cartographic Analyst shall support all current geospatial efforts to include the collection of new geospatial data. All geospatial data layer creation shall be maintained in the Army Installation Geospatial Program (AIGP) Fort Liberty ArcGIS Enterprise/Portal database. If the data layer does not currently exist the contractor shall coordinate with the Installation directorates and/or other local or national entities (Federal, State, and County government, Municipalities, and/or Utility providers) for existing geospatial data, which includes GIS and/or CADD drawings, before developing or creating the geospatial data layer. The creation of geospatial data shall include, but not be limited to (1) Conversion of existing geospatial data from various digital raster or vector formats (e.g., different CADD or GIS formats); (2) Conversion of existing paper maps, drawings, or images to digital vector file formats (through scanning, geo-referencing and heads-up digitizing); and (3) Geospatial data acquisition through the use of a Global Positioning System (GPS) technology. The Cartographic Analyst shall also provide field verifications of facilities as required to ensure accurate data collection. Any geospatial field data collection process must be coordinated with the Government COR before collection. All delivered digital geospatial data files shall conform to the most current Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) schema and established QAPs.
Qualifications:
  • A minimum of two (2) years of experience with ESRI software and extensions to include but not limited to ArcPro, ArcGIS Enterprise (Portal), Spatial Analyst, and 3D Analyst at a minimum to perform complex spatial analysis and high-level quantification analysis to produce professional spatial products (maps and reports).

Competencies & Skills:
A person who wants to handle the responsibilities of a GIS Cartographic Analyst must have some qualifications and skills. He/she needs to have a bachelor's degree in computer science, geography, or a related field. Apart from these qualifications, he/she is required to have some years of related work experience. Possessing GIS/Carto certificates offered by some universities, colleges, educational institutions, or military schools such as a Geospatial Engineer (12Y) would be very beneficial for him/her and would surely enhance his/her job opportunities. He/she also needs to be familiar with the fundamentals of GIS.
Physical Requirements:
  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
