The Carrier Evaluation Inspector is responsible for inspecting carrier facilities and equipment; customers quarters, mobile homes to ensure they are roadworthy, conduct semi-annual inspections of all storage facilities; prepare Letters of Warning and suspension when required to enforce disciplinary action to a carrier. Additionally, they are required to comprehend workplace operations such as external and internal policies and procedures. Certification and Annual recertification testing is required for this position. Under to direct supervision of the Supervisor Personal Property perform the following functions:
Responsibilities
Major Responsibilities:

• Inspect carrier facilities and equipment to determine if the quality of service provided conforms to the terms and conditions of the Tender of Service, DOD 4500.9R and local contracts.
• Know and understand the carriers Letter of Intent; performs inspections of carrier facilities and equipment.
• Inspects for fire protection equipment, security provisions, absence of pest infestation and proper building directory and vehicle markings.
• Inspects incoming and outgoing personal property shipment for accurate packing, crating technical servicing of household appliances, loading and unloading, packing and unpacking and uncrating.
• Makes pre-move inspection on mobile homes insuring mobile homes are roadworthy; inspects condition of mobile homes upon delivery to assure that high quality service was rendered.
• Assures overseas shipping containers utilized for containerized personal property shipments meet Military Traffic Management (MTMC) requirements.
• Take necessary action to resolve any differences between customer and carrier personnel, including on the spot action to bring deficiencies to the attention of the carrier and seeing that such deficiencies are corrected.
• Confer with carrier relative to discrepancies, advising them of the requirements for obtaining high quality service and providing assistance in initiating action to prevent recurrence of violations or other unethical practices that generate or contribute to low quality service.
• Evaluate approximately 375 Domestic and International Carriers to insure that they are providing high quality service.
• Review DD Form 1840R. (Joint Statement of Loss/Damage at Time of Delivery), inspectors reports, customer complaints and other available documentation.
• Maintain Carrier Evaluation files for each commercial carrier.
• Notify carrier of his evaluation of each shipment handled.
• Semi-annually, complete the Carrier Evaluation worksheet report to arrive at composite score to be used as the basis on which the carrier if offered tonnage for the next cycle.
• Prepare Letter of Warning and Letter of Suspension when required.
• Perform other duties as may be required

Material & Equipment Directly Used:

• Operate personal computer, applicable software, tablets, necessary government systems to process HHG moves and Government Regulations.

Physical Requirements:

• Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
• If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Working Conditions:

• Must be willing to work overtime, weekends, and holidays as required.
• The worker is subject to both environmental conditions. Activities occur inside and outside.

Qualifications
Minimum Requirements:
Education/Certifications:

• High School graduate or GED. Knowledge of automated data input systems required.
• Must be able to secure and maintain a Common Access Card (CAC), within six months of employment.
• Must possess a valid driver's license.
• Must comply with published Company work rules.

Skills/Experience:

• Formal training in Quality Control is a plus, either government or commercial industry.
• Must have the training/ability to inspect and evaluate carrier/contractor performance incident to the movement of personal property and that packaging, loading, unloading, uncrating and unpacking is done within specifications.
• Knowledge of types of containers, packing material, waterproofing materials and methods/techniques used to protect personal property required.
• Knowledge of the JFTR, JTR, DOD 4500.9R, AR 55-71 and local Contracts are a plus.
• Must be able to locate, understand and apply oral and written directives to complete assignments, resolve problems and provide guidance to customers.
• The ability to follow oral and written instructions and procedures. Work requires extensive interaction with customers.
