Job description

Do you desire to better and protect California's rich biodiversity? To contribute to meaningful conservation work? The California Department of Fish and Wildlife (CDFW) is seeking a motivated individual to join our dynamic team to conserve southern California coastal unique fish and wildlife, and their habitats. The projects are primarily in Ventura, Los Angeles, and Santa Barbara counties.
Primary duties as the liaison for California Department of Transportation (Caltrans) on behalf of CDFW include:
- As the Caltrans Liaison develop and maintain a positive working relationship with Caltrans staff.
- Responsible for complex and in-depth environmental reviews and analysis of California Environmental Quality Act (CEQA) documents, California Endangered Species Act (CESA) permits, Lake and Streambed Alteration Agreements (LSAA), and other environmental documents; mitigation banking; and review of projects for consistency with habitat conservation plans and Natural Community Conservation Plans.
- Prepare, review, and track Lake and Streambed Alteration Agreement applications for technical completeness for Caltrans projects. Conduct site visits, assess on-site impacts, develop mitigation measures and prepare final LSAAs.
- Prepare, review, track CESA Incidental Take Permits, 2080.1 consistency determinations, and other complex endangered species related documents for Caltrans projects. Conduct site visits, assess on-site impacts, develop mitigation measures and prepare CESA and CEQA documentation for final CESA permits.
- Provide independent technical review, analysis and comments on Caltrans environmental documents pertaining to CDFW trustee responsibilities and issues where CDFW will be a responsible agency. Review, track, and prepare written comments on CEQA and related environmental documents.
- Monitor and track compliance associated with CDFW issued permits. Maintain frequent and effective communication with the program supervisor, other team members, cooperators, the public, and Caltrans.

Working Conditions
Report to the designated office a minimum of six days per month. Office will be located in Seal Beach. The position requires the use of a computer and Microsoft Office software up to eight hours each day, the completion of office tasks that require sitting, standing, and walking to other locations; attendance at meetings and participation in conference or video calls. The position may require travel throughout the State including overnight travel, early mornings, late nights, hiking long distances over uneven and possibly steep or wet terrain, use of 4-wheel drive vehicle (including all-terrain vehicle), may include operation or passenger on a boat and work in inclement weather. As a condition of employment, the incumbent may wear an appropriate uniform consistent with CDFW's Operations Manual (Section 12901) for the various work situations, such as field surveys and work with public interaction, within and outside the Region as required by the supervisor. Possession of CA driver's license is required to drive to meetings and field sites.

Special Requirements Ability to use a computer and Microsoft office software up to eight hours a day. Must be able to drive to and from meetings and site visits within 3-5 hours from the office. Walking in and through rural terrain; hiking over rough terrain with no vehicle access;operating a 4WD vehicle off highway, over rough terrain. Must be able to work with staff statewide to complete work assignments. The incumbent is required to conduct some physical labor or other activities that requires lifting up to 25 pounds.
