This recruitment will establish an employment list to fill current and any future vacancies within the Tulare County Assessor's Office. The anticipated life of the employment list is six months. SALARY RANGE: Level I: $4,359 - $5,312 Monthly
Level II: $4,814 - $5,867 Monthly
Typical Duties
Compile, interpret and plot various types of plans, maps and miscellaneous drawings and read and check maps and surveys for accuracy and content; research and organize information regarding land use, zoning and property assessment; maintain, use and update various paper and electronic files and records; estimate and calculate a variety of data including acreage and assessed values of parcels and engineering data; create reports and diagrams using assessment maps and recorded documents; work with the public, other County departments, and governmental agencies to obtain and provide information, arrange services, correct errors, and discuss real property boundary related problems; in addition Level II: Create, maintain, and publish property assessment maps using GIS and/or CAD software; identify, locate, and review real property on assessment maps; research, read, interpret, compile, and convert real property legal descriptions into assessment maps using information included in, but not limited to, grant deeds, lot line adjustments, parcel maps, waived parcel maps, subdivision maps, license surveys, highway maps, right-of-way maps, easements, government resolutions, leases, certificates of compliance, State Board of Equalization tax rate area maps, special district maps, Bureau of Land Management maps, and aerial photographs; research and organize information regarding property ownership, land use, zoning and property assessment; locate and gather information to plot maps according to measurements, land use and boundaries; Essential job duties may be assigned that are not listed above but are relative to this job classification. Employment Standards
Education/Experience - Equivalent to graduation from high school, supplemented by courses in drafting, algebra, geometry, trigonometry, civil engineering, land surveying, GIS, CAD mapping, and/or computer science; in addition to the requirements for Level I, Level II: one (1) year of progressively responsible experience in preparing, maintaining and updating assessor's cadastral maps, geomatics, GIS, civil engineering or closely related work experience.
Knowledge of - Basic drafting and design practices, including terminology and nomenclature relevant to GIS mapping and CAD; mathematics, including geometry and trigonometry; in addition Level II: Intermediate drafting and mapping practices, including terminology and nomenclature relevant to GIS mapping and CAD; math sufficient to perform typical civil engineering and land survey measurements calculations; cadastral and local property assessment mapping and drafting standards; principles of cadastral and geomatics as applied to drafting and mapping tasks, sufficient to compute traverses, profiles, acreages, curves, and unknown dimensions and data from known dimensions and data; The California Revenue and Taxation Code and State Board of Equalization standards and rules, applicable to assessment maps and parcel maintenance; operations, policies, and procedures of the County Assessor's Office; effective customer service.
Skill/Ability to - Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; UtilizeGIS and CAD software; learn the California Revenue and Taxation Code and State Board of Equalization standards and rules, applicable to assessment maps and parcel maintenance; use drafting equipment with accurate mapping skills; research, read, and interpret legal descriptions; convert written information and data into graphical representations of it and vice-versa; verbally communicate local property assessment, civil engineering, and mapping related information accurately; write to convey technical ideas in simple emails and letters; read, understand, retain and recall highly detailed, technical information and data; learn basic concepts and terminology of real property appraisal; read, hear, comprehend and follow both written and verbal policies, procedures, standards and instructions; be flexible in order to meet changes in workload and deadlines; Level II perform a full range of cadastral mapping tasks within policies and procedures; utilize GIS and CAD software to achieve complex mapping assignments; learn the operations and functions of County/City planning departments and The California Subdivision Map Act; use drafting equipment with accurate mapping skills; read, understand, apply, and explain to others county, state and federal regulations relevant to local property assessment and taxation, mapping, subdivision and ownership of interests in property; work independently with minimum supervision; use, maintain, and inventory mapping and other equipment and supplies; assist and/or train other technical and clerical staff; attend, participate in, and gather information from relevant training meetings or seminars.
License or Certificate- Possession of, or ability to obtain, an appropriate, valid California driver's license.

Benefit Amount:An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance:A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement:
The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave:12 set days and 1 personal holiday.
Vacation Accrual:

2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
Sick Leave Accrual:12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D:$10,000; Provided by Standard Insurance Company.
Disability Insurance:
Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation:A voluntary deferred compensation plan is available.
