Business Intelligence Architect/Developer

To support our client's strategic objective of improving evidence-based decisions to ensure resources (time, money, and people) are used efficiently and effectively, and to develop sustainable strategic plans to better serve constituent populations, our Data Analytics Team supports our client’s Strategy’s Plan with innovative technology solutions such as advanced cloud-based data analytics, multi-cloud data management/governance, Machine Learning and Artificial Intelligence.

The following items (but not limited to) to support the client Strategic Plan mission: (1) Develop Data Assets to streamline data analysis process and improve the data analytics reporting performance using Microsoft Azure Stack, SQL Databases, Python, ArcGIS and Esri Services; (2) Coordinate with internal IT teams and external agencies to assist in data management such as data classification/glossary/governance to enhance data accessibility for the county; (3) Assist in client data modernization to increases the data efficiency; (4) Provide Data Analytics Solutions for IT and other county agencies for various technology needs such as data migrations, application developments, etc.

Duties:

• Data Asset Development: Design, Develop, document, test and debug new and existing data infrastructure to securely store and retrieve County system information utilizing Cloud based data warehouse and data lake architecture or other on-premises SQL Server architecture; Migrate and integrate disparate system data from legacy systems into centralized data warehouse, advocating for standardization, reviewing performance results, and preparing for implementations; Perform and maintain existing portfolio of ETL tasks to integrate data from multiple heterogeneous sources using SQL Server Integration Services; Write stored procedures and queries to customize extraction procedures using Microsoft SQL Server and other Cloud base platforms; Design conceptual and logical data models and flowcharts; Establish and maintain data standards and data dictionary to promote consistent data exchange across various systems; Optimize new and current database systems (distribution, relational, object- oriented, cloud, centralized databases); and analyzing structural requirements for new software and database systems.
• Cloud Data Integration: Integrate data into and leverage Cloud services, such as Azure Data Lake Storage, Azure Synapse Analytics, and Azure Power BI, to create a comprehensive data ecosystem. Assist in developing and implementing modern data architecture that aligns with the strategic goals of the County including data storage, process optimization, reporting, and scalability.
• Geospatial Analytics Implementation: Design, develop, and maintain data pipelines for the collection, processing, and integration of geospatial data from various sources. Perform geospatial analysis, data visualization, and interactive mapping. Develop and maintain scripts for data manipulation, transformation, and automation. Manage geospatial databases, ensuring data integrity and optimal performance. Create interactive geospatial visualizations and dashboards to communicate insights effectively.
• Customization and User Experience: Maintains active relationships across various agencies and departments to determine business requirements, leads requirements gathering meetings and reviews designs with various stakeholders. Customize data products to meet project needs while optimizing user experience. Collaborate with stakeholders to identify and address bottlenecks in geospatial data analysis processes, optimizing workflows and data pipelines.
• Data Management: Assist in implementation of data management strategies and frameworks to ensure data is stored, organized, and maintained efficiently.
• Data Classification: Assist in developing and maintaining data classification policies and guidelines to categorize data according to sensitivity, accessibility, and compliance requirements.
• Data Governance: Assist in establishing DIT data governance processes, including data stewardship, quality controls, and lifecycle management.
• Azure Purview Implementation: Utilize Azure Purview to create and maintain a centralized metadata repository, data lineage, and data catalog for the county's data assets.
• Data Accessibility: Facilitate improved data accessibility by defining data access and security policies, ensuring data is available to authorized users while protecting sensitive information.
• Data Compliance: Ensure that data management practices align with relevant regulations, industry standards, and county policies.
• Emerging Technology Project Assistance: Assist in performing strategic planning and preparing documentation with county stakeholders and vendors to identify areas where artificial intelligence can improve operational efficiency, citizen services, and decision-making processes.
• Documentation and Quality Assurance: Maintain technical documentation and conduct rigorous testing for robust, error-free solutions.
• Collaboration and Training: Collaborate with cross-functional agencies and DIT Teams, gather business requirements, deliver tailored solutions and training to support end-users for successful project execution. Qualifications:
• Bachelor’s degree in computer science, Information Technology, Data Science, GIS, Mathematics, or a related STEM field; Master’s degree (can be in other fields such as Business) is preferred.
• Proficiency in GIS software such as ArcGIS, QGIS, etc.
• Strong programming skills in languages such as SQL, Python, R or Java.
• Expertise in Azure Data Lake Storage, Azure Data Factory, Azure Synapse Analytics, AzurePurview, and related Azure services.
• Proven Experience Data management, data governance and data classification.
• Experience with web development frameworks and geospatial databases.
• Experience with Project Management, Business Requirements documentation skills.
• Excellent problem-solving, analytical, communication, and teamwork skills.
• Strong understanding of data compliance requirements and relevant regulations.
• Ability to manage multiple projects and deadlines.
• GIS-related certifications and Azure certifications are a plus.

Job Types: Full-time, Contract

Pay: $130,000.00 - $142,000.00 per year
