SUMMARY DESCRIPTION
Under general direction, to plan, organize and direct the marketing and business development of the Economic Development and Airport Division; to supervise staff engaged in the leasing, development and operations of facilities and other properties acquired for airport use; to market, negotiate and facilitate new business development; and to perform other related duties as needed.
DISTINGUISHING CHARACTERISTICS
The incumbent is expected to be technically proficient for carrying out projects, studies or other work involving air trade development, property management and marketing activities of the airport and the Economic Development Department.
REPORTS TO
Deputy City Manager or designee.

Examples of Duties
REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
1. Plans, organizes, and manages the administration and operations of the Office of Economic
Development including the Parking Authority, Downtown Business Improvement Area, Airport
Industrial Park, Merced Yosemite Regional Airport, and real property assets owned by the City.
2. Reviews proposals for City of Merced assistance to private entities for feasibility, market
opportunity, land use, economic factors, and physical relationships of each proposal.
3. Negotiates with persons and firms for purchase, sale and development, or redevelopment of
properties.
4. Recruits, attracts, and hosts new and expanding Business and industry for the community, including
all incentive areas.
5. Attends meetings of legislative and advisory bodies to present facts, expert opinions, information,
and recommendations.
6. Formulates, coordinates, schedules and reviews work of department staff. Trains and evaluates
departmental employees.
7. Assists with the development and enhancement of the local labor force.
8. Represents the City and the Department with citizens, community organizations, and other
government agencies.
9. Manages various City properties and real estate transactions.
10. Recommends and implements disciplinary actions with review and approval of the Deputy City
Manager.
11. Manages the operations and services of the City's Commercial Service (Part 139) Airport.
12. Coordinate and supervise Federal Aviation Administration (FAA) airline security and airport certification requirements; work with Transportation Security Administration (TSA) operational, security, and compliance personnel and ensure security training of airport and airline personnel.
13. Perform emergency planning, training and coordination with other agencies; develop, maintain, and update the Airport Operations Manual and the Airport Emergency Manual.
14. Prepare and implement the Airport's and Economic Development annual budget and control
Expenditures.
15. Develop and implement various facility and grounds maintenance plans including airport mowing, storm water pollution prevention, wildlife hazard management, and airport spill prevention control countermeasures.
16. Plan, prioritize, assign, and review the work of staff assigned to Airport maintenance and operations activities; provide staff training and work evaluations.
17. Interact with pilots renting hangar space; prepare leases for aircraft hangars and tie downs and utilization of Airport facilities and receive and resolve lease issues with tenants.
18. Prepare agendas and presentations, coordinate meetings and presentations, record minutes of monthly meetings, recruit members, and conduct discussions with the Authority Chair and Vice Chair.
19. Prepare and maintain a variety of records and reports including development and submission of Airport operation and activity records.
20. Serve as a liaison between the FAA, State of California, Airport tenants, commercial operators, the City, and other divisions and personnel; work with Airline CEOs, corporate leadership, and station personnel regarding airline service matters.
21. Ensure proper adherence to a variety of rules and regulations governing Airport operations and services; work with government inspectors and regulatory officials; receive and respond to a variety of inquiries and information requests regarding Airport Services and operations; receive and resolve complaints and prepare substantive documents and correspondence.
22. Develop plans and recommendations for future airport development, capital improvements, new business opportunities and grant projects for which to apply.
23. Present and ensure a well operated, pleasant experience for customers and build the customer base; represent the City and the Airport with citizens, community organizations, and other government agencies and present materials effectively and persuasively in advocacy of the airport and its services.
24. Perform various kinds of support in Fixed Base Operator (FBO) compliance including lease and performance standards, inspection and training compliance with regulatory standards, environmental matters, and property issues; work with pilots, transient aircraft pilots, and other tenants.
25. Work with a full-service airport consultant on operations and services.
26. Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Ability to:
Plan, organize, and manage the functions and services of the City's Economic Development Department and the Merced Regional Airport.
Plan, manage, and oversee a variety of projects and programs, and
provide recommendations to the City Manager and Deputy City Manager.
Provide supervision, training, and work evaluations for assigned staff.
Gather, organize, and analyze data, preparing a variety of reports.
Provide recommendations as requested and problem solve.
Use a computer and appropriate software in performing management and administrative responsibilities.
Develop programs to achieve the City's goals and objectives relating to, economic development
business retention and community revitalization.
Establish and maintain effective working relationships with members of the business
community, academic institutions, and citizen groups to improve understanding
of City economic policies, procedures, goals, and objectives.
Coordinate City efforts to implement and enhance the City's Strategic Economic Plan
including developing new strategies and techniques necessary to meet the Plan's
objectives.
Conduct analysis of projects, including revenue and cost estimates for project
proponent.
Select and manage consultants as may be necessary to assist the City with specialized
economic development, financing, and legal services.
Coordinate the planning and implementation of economic development including public
improvement identification, and monitoring status of engineering work and planning processes.
Prepare written reports regarding economic development activities, pertinent laws and
trends, and proposed projects and make public presentations to the appointed
and elected officials.
Effectively represent the City and the Department in contacts with the public, other City staff, and
other government agencies.
Establish and maintain cooperative working relationships.
Participates in professional association trade shows and events.
Provide a variety of consultation on airport development, utilization, and operations to the
Merced Regional Airport Authority, City elected officials, management, and staff.
Develop and administer contracts and leases.
Operate a variety of motorized equipment used in airport operations and maintenance.
Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
A Bachelor's degree in Airport Management, urban planning, architecture, public administration, business administration, or a related field.
Experience:
Five years of progressively responsible experience in managerial, marketing, or administrative staff experience in a public agency.
License or Certificate:
Possession of an appropriate California Driver License.
