Introduction
The Electricity Information Sharing and Analysis Center (E-ISAC www.eisac.com ) was formed in 1999 in response to Presidential Decision Directive 63. The E-ISAC, in collaboration with the Department of Energy (DOE) and the Electricity Subsector Coordinating Council (ESCC), is designed to serve as the primary security communications channel for the electricity industry. Its vision is to become a world-class, trusted source of quality analysis and rapid sharing of security information for the electricity industry, and its mission is to reduce cyber and physical security risk to the electricity industry across North America by providing unique insights, leadership, and collaboration. By fulfilling the vision and mission, E-ISAC will enhance the industry's ability to prepare for and respond to cyber and physical security threats, vulnerabilities, and incidents.
The E-ISAC is a member-focused organization that interacts with and requires the support of a broad spectrum of stakeholders, including electricity industry asset owners and operators, governmental organizations, industry trade associations, research organizations, and supply chain vendors. Its primary focus is on security issues at the bulk power and local distribution system levels and strengthening cross-sector resilience.
Position Summary
The Business Analyst Lead is a member of the Performance Management team within the E-ISAC. The Business Analyst Lead interacts with all teams in the E-ISAC, providing business requirements and analysis for processes, policies and procedures, and functional business systems. The Business Analyst Lead liaisons with end users and project resources to identify and solicit needs and wants and documents and trains E-ISAC staff on business requirements, process flows, policies and procedures, standards, and system functionality. The Business Analyst Lead analyzes the current state of processes and identifies deficiencies or inefficiencies in current processes, data, and/or systems and recommends specific changes or improvements. The Business Analyst Lead performs and coordinates quality assurance and end-user testing. The Business Analyst Lead performs project scheduling and administration duties for smaller projects and may take on simple data cleanup, report configuration, and functional business end-user support duties for the E-ISAC's core applications. The Business Analyst Lead is skilled at interacting with business end-users, stakeholders, and technical and non-technical project staff. A qualified candidate will be skilled at evaluating business processes, identifying needs, and developing logical solutions to increase process effectiveness.
The Business Analyst Lead is skilled at evaluating an organization's processes, functional systems, policies and procedures and recommending changes to positively impact efficiency, effectiveness, and risk controls. The Business Analyst Lead is also skilled at researching, gathering and analyzing information to identify trends and develop recommendations for improvement.
The Business Analyst Lead is a self-motivated individual possessing excellent critical-thinking skills, strong written and verbal communication skills, and solid data, business performance, and workflow analysis skills.
This position reports to the Director of E-ISAC Performance Management.
Duties and Responsibilities
  • Interface regularly with department staff to solicit needs and wants from a continuous business process improvement and core software application enhancement opportunity perspective.
  • Interface daily with application development and support team, leading requirements refinement and end-user demo, testing, training, and rollout activities.
  • Analyze current state processes and business systems and identify non-value added steps, deficiencies, inefficiencies, or improvement opportunities and recommend specific changes or enhancements.
  • Analyze current state processes and business systems and identify significant risks and / or control gaps and recommend specific changes or improvements.
  • Provide documented business analysis and requirements for business processes and functional business systems, inclusive of use cases / user stories, process flows, data requirements, and functional interface mock-ups / wire-frames.
  • Communicate and present well-formulated recommendations, documents, procedures, requirements, and designs to department staff, management and other stakeholders in written, in-person, and virtual formats and settings.
  • Develop user guides and training materials and train E-ISAC staff on new or changed business policies, procedures, standards, and business system functionality.
  • Perform quality assurance and end-user testing: writing and executing test cases and test steps, communicating issues and defects to development team and leading to timely resolution.
  • Develop realistic project schedules with identified dependencies and risks for assigned work.
  • Communicate core business system and process changes to E-ISAC staff and NERC change control board in an effective and proactive manner.
  • Individually meet assigned deadlines and proactively communicate work that will not be completed on-time with expected quality.
  • Follow company and department policies, processes, procedures.
  • Perform data cleanup, report configuration and business end-user support for department systems, as needed.
  • Other duties as assigned.

Qualifications
A Bachelor of Arts or Science degree, equivalent or higher in business analysis, business administration, program administration, systems analysis and design, or a related discipline is required. A combination of relevant experience and/or relevant certifications may be substituted in lieu of a degree.
The successful candidate will have:

  • 4+ years of related business analysis, program analysis or relevant analysis experience.
  • Solid knowledge of use cases, user stories, scenarios, test case formulation and test execution, and traditional and agile project life-cycle methodologies.
  • Meticulous analytical, documentation, and organizational skills and attention to detail.
  • In-depth understanding of process and information flow and its use in operations and decision-making.
  • Demonstrated understanding and usage of one of more formal business process analysis and optimization techniques or certifications such as Six Sigma, Lean, TQM, BPM, RUP, BABOK, CBAP, CCBA or equivalent.
  • Strong spreadsheet, word processing, presentation, and process flow and design software skills, such as MS Office suite and MS Visio or equivalent.
  • Superior presentation and negotiation skills.

  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.
  • Ability to work irregular or extended hours during major events as required.
  • Passport required for North American travel.
  • This position has been classified as exempt.
  • The position may be based remotely but must be able to travel to NERC offices, if needed. Reimbursement of travel expenses will be in accordance with the company's travel and expense reimbursement policies.
