Job Description
Note: Position is remote but the successful candidate MUST live with the National Capital Region and be able to travel to the Pentagon periodically (1-3 times a month) in execution of duties.
Duties and Responsibilities –
Contract Administrative Support (CAS):
· Develop, administer, train, and report status of administrative systems to support contract requirements in direct support to Program Manager & SLI Principal-in-Charge (PIC)
o Employee interviewing, hiring, and onboarding processes; offboarding/termination
o Employee Timekeeping system
o GFE accountability system
o Employee background check and credentialing
o Parking and visitor requests
o Employee mandatory Government training
· Serve as Client interface with Government Administrative personnel in execution of duties
o Proactive without being overbearing
o Patient without letting things slide to the point of failure; elevate when necessary
o Detailed record keeping; this will support internal performance metrics
o Responsible for this key relationship
· Coordinate Employee Support; Serve as employee POC for administrative issues
· Develop, monitor, and produce reports on internal systems performance/metrics
· Assist the Program Manager (PgM) in the development of reports, contract deliverables, briefings, and contract performance metrics; Ensure deliverables are on time and good quality
o Monthly Workload Management Report
o Annual State of the Contract Briefing
o SOP and Process Document Development
· Assist the SLI Financial Officer in preparation and submission of the monthly invoice
· Assist the SLI Security Officer in preparation and coordination of employee background check and credentialling package documents; track and report status
· Assist the PgM and SLI PIC in the development of Job Description development for advertisement; Work with HR/Recruiting to understand contract position requirements; Screens candidates for labor category and contract qualifications; Conduct interviews and candidate screening for PgM/PIC technical interview and decision; Prepares candidate packet (resume and summary of qualifications) for Government approval; Tracks & reports status.
· Maintains internal contract documentation and records
Contract Past Performance Development:
· Develop procedures, documents, and interview methodologies to capture contract PP
· Assist the SLI Proposal Manager with the development of PP documents for proposal support
· Develop a library system to organize and quickly retrieve contract PP for proposal support
Contract Administration:
· Organizes and keeps up-to-date active contract records such as base contract, TORNs, modifications, and option year (DoD focus)
· Drafts, coordinates, and maintains completed records of teaming agreements, non-disclosure agreements, subcontracts, task orders, and other contract administration documentation
· Assists in gathering, coordinating, synthesizing, and preparing information for sources sought notices, solicitations, and TORNs
· Learns the USACE and DoD specific contracting methods, language, and processes; Monitors contracting news for changes, updates, and initiatives; Advises SLI leadership
Requirements:· Education: Associates Degree – minimum; Bachelor’s Degree – preferred
· Mid-career: 7-15 years of work experience with previous experience as a Senior Administrative Assistant responsible for setting up and managing information systems and developing report formats with minimal oversight or guidance; Previous experience in contract administration preferred
· Certification and/or training as a contracting specialist/assistant; Government contracting experience preferred
· Highly organized with demonstrated potential/performance in establishing organizational systems to be used by others and/or organizations
· Proactive, self-starter that sees what needs to be done, takes action, and solves problems
· Previous recruiting experience, coordinating interviews, screening candidates…etc. preferred
· Desire to grow, learn, and develop is a must; not afraid to step out of comfort zone to tackle new tasks and learn new processes without formal training or direction
· Supervisory experience and/or desire is a plus
