Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. You must meet the following requirements by the closing date of this announcement:
GENERAL EXPERIENCE GS-05: To be minimally qualified for this position you must have three (3) years of progressively responsible experience, one (1) year of which was equivalent to at least GS-04, that demonstrates the ability to:

  • Analyze problems to identify significant factors, gather pertinent data, and recognize solutions
  • Plan and organize work
  • Communicate effectively orally and in writing.

SPECIALIZED EXPERIENCE GS-07: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:

  • Basic knowledge of the concepts, practices, regulations and policies various external/internal, and others associated with Building Management functions (i.e., landscape maintenance, food services, recycling/shredding, custodial, Operations & Maintenance, etc.) in order to provide technical advice.
  • For example, some of these regulations and policies include:
    • Executive Orders on energy and recycling
    • State and local pesticide/herbicide regulations
    • FDA and local health department regulations
    • CFR (Code of Federal Regulations)
    • OSHA (Occupational Safety and Health Act)
    • FPMR (Facilities Property Management Regulations)
    • procurement regulations to provide guidance with established rules and laws
  • General knowledge of contract administration sufficient to identify problem areas and ensure contract conditions are met
  • General knowledge of various automated systems and software programs, some examples are:
    • centralized employee problem help desk or reporting center (i.e., KISAM/OSGetServices)
    • automated financial system (i.e., Procurement for Public Sector)
    • CMMS/CMIS (Computerized Maintenance Management/Information System)
    • lawn irrigation systems
  • Knowledge of oral and written techniques in order to prepare reports, identify and resolve recurring problems, and to communicate effectively.

SPECIALIZED EXPERIENCE GS-09: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

  • Knowledge of the various external/internal concepts, practices, regulations and policies, and others associated with Building Management functions (i.e., landscape maintenance, food services, recycling/shredding, custodial, Operations & Maintenance, etc.) in order to provide technical advice on services problems, issues and contracts.For example, some of these regulations and policies, include:
    • Executive Orders on energy and recycling
    • State and local pesticide/herbicide regulations
    • FDA and local health department regulations
    • CFR (Code of Federal Regulations)
    • OSHA (Occupational Safety and Health Act)
    • FPMR (Facilities Property Management Regulations)
    • procurement regulations to ensure actions, advice and guidance complies with established rules and laws
  • Analytical and evaluative techniques, both qualitative and quantitative, sufficient to identify, evaluate, and modify work methods;
  • Experience working with contract administration to be able to inspect and identify problem areas/trends and recommend modifications to ensure contract conditions are met
  • Knowledge of various automated systems and software programs in order to research, generate/issue reports, and other documents. Some examples of these systems and programs are:
    • centralized employee problem help desk or reporting center (i.e., KISAM/OSGetServices)
    • automated financial system (i.e., Procurement for Public Sector)
    • CMMS/CMIS (Computerized Maintenance Management/Information System)
    • lawn irrigation systems
  • Knowledge of oral and written techniques in order to prepare reports/documents/technical contract specifications, identify and resolve problems and to communicate effectively with employees, union officials, Contracting Officers, contractors, and others both within and outside the organization.

  • Knowledge of the practices, regulations, policies, and precedents external/internal, and others associated with Building Management functions (i.e., landscape maintenance, food services, recycling/shredding, custodial, Operations & Maintenance, etc.) in order to provide technical advice on service problems, issues, and contracts. Some examples of such regulations and policies, include:
    • Executive Orders on energy and recycling
    • State and local pesticide/herbicide regulations
    • FDA and local health department regulations
    • CFR (Code of Federal Regulations)
    • OSHA (Occupational Safety and Health Act)
    • FPMR (Facilities Property Management Regulations)
    • procurement regulations, to ensure actions, advice and guidance complies with established rules and laws
  • Analytical and evaluative and techniques, both qualitative and quantitative, sufficient to identify, evaluate, and modify work methods;

AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

Education: A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. GS-05 Level Education:
  • Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.
GS-07 Level Education:
  • Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.
  • One (1) year of full-time graduate education at an accredited college or university.
  • Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
GS-09 Level Education:
  • A master's or equivalent graduate degree in a related field of study at an accredited college or university
  • Two (2) full years of progressively higher-level graduate education leading a master's degree in a related field of study. One (1) year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
  • L.L.B. or J.D., if related.
GS-11 Level Education:
  • A Ph.D. or equivalent doctoral degree.
  • Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
  • LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION:
