JOB SUMMARY:
This position provides master level skills in the installation, repair, maintenance, and service of building systems. Responsibilities include overseeing, maintaining and repairing all District structures and equipment. Specific duties include installing, inspecting, testing, maintaining and repairing a wide variety of Building Maintenance systems, to include plumbing, electrical, HVACR, structural, etc. Additional duties include providing leadership, coaching, teaching, mentoring and craft specific technical guidance, prioritizing, assigning and scheduling work for the facilities team. Will perform as a working foreman; works alongside maintenance employees and performs maintenance tasks in all trades.
ESSENTIAL JOB FUNCTIONS:
- Works with subordinate skilled maintenance mechanics to complete jobs; ensures all work is completed according to specifications, timelines, and appropriate codes; inspects/evaluates completed and in progress work.
- Installs, inspects, tests, maintains and repairs a wide variety of Building Maintenance systems, to include plumbing, electrical, HVACR, structural, etc.
- Develops and monitors maintenance department budget and expenditures; prepares budget reports; keeps an inventory of all equipment.
- Performs administrative functions such as preparing requisitions and bid specifications; obtains quotes for projects, orders materials, and completes all documentation for unit operations.
- Provides hands-on training classes in safety, equipment handling, maintenance, EPA and OSHA regulations.
- Supervises shop personnel; recommends improvements, changes or new techniques; plans, assigns and schedules work; trains personnel in proper methods and procedures; recommends employees for discipline, retention, or termination; maintains records of job performance. Monitors inventory levels and orders materials as required.
- Coordinates activities with other trades, project management, or outside contractors. Monitors jobs to ensure quality and compliance with job standards or preventive maintenance program; estimates costs of various jobs; enforces safety regulations at the work site. Also maintains plans, records and files regarding building systems and projects. Completes documentation to obtain required permits for renovation and construction projects.

MINIMUM EDUCATION AND EXPERIENCE:
- High School or GED.
- Eight years of experience as a Master level craftsman, to include three years as a supervisor or work leader.
PREFERRED EDUCATION AND EXPERIENCE:
- Specialized or technical training in the Electrical field, HVACR, Plumbing, Carpentry, Locksmith, Grounds, Housekeeping and Painting.
LICENSES AND CERTIFICATIONS:
- Must possess and maintain a valid Texas driver license. Must be insurable through the organization’s insurers.
- Must have one of the following: a valid Texas Department of Licensing and Regulation (TDLR), Master Electrician’s, Master Plumbing License, ACR Contractor’s License or a City Of San Antonio Master HVACR License; or Certificate of Completion from the United Brotherhood of Carpenters and Jointers and must be kept current at all times; or Certificate of Completion from the International Executive Housekeeping Association or equivalent training and/or certifications/license, in Locksmith, Painting, Grounds or other Building Maintenance trade.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of electrical safety practices; International Building Code, International Plumbing Code, International Mechanical Code, Texas Boiler Law, National Electrical Code (NEC), National Fire Protection Agency (NFPA), National Labor Standards Council (NLSC), Occupational Safety and Health Administration (OSHA); San Antonio Metropolitan Health Department; recognized local and state electrical requirements.
- Skill in using a personal computer and associated software programs.
- Considerable knowledge of standard skilled trade operations and repair methods.
- Excellent planning and leadership skills.
- Considerable knowledge of Building Maintenance and construction practices and methods.
- Ability to read and interpret blue-prints, sketches and detailed drawings.
- Ability to inspect Building Maintenance and construction work for adherence to plans, specifications and work orders.
- Ability to establish and maintain effective working relationships with staff, faculty, and the public.
- Ability to read and write English, distinguish between colors, and work from elevated heights (ladders, scaffolding, etc.).
SUPERVISION EXERCISED: Supervises assigned staff.
PHYSICAL REQUIREMENTS: Physical requirements include lifting up to 75 pounds and moving up to 1,000 pounds with assistance. Work involves heavy physical effort and exertion of various kinds with frequent exposure to unpleasant elements, such as extreme temperatures, chemicals, fumes, gases, loud noises, dirt, dust, smoke, etc. Movement may be restrained or confined. May be required to work in attics and under buildings; subject to electrical, mechanical, and chemical hazards and/or inclement weather conditions; may be exposed to dust and fumes. This position requires emergency response duties on a 24/7 basis.
