Description
GENERAL STATEMENT OF DUTIES
Under general supervision, serves in a lead role as the Building and Zoning Supervisor for the County's Plans and Permits Section of the Inspections Department. Reviews and submits residential plans for all residential construction. Duties also include the billing and acceptance of payments, verifying zoning compliance and issuance of all residential permits. The position requires the exercise of some independent judgment and attention to detail to ensure the accuracy of data compiled and records prepared. In the absence of the Plans and Permits Chief, duties and responsibilities may be assigned as necessary. Reports to the Plans and Permits Chief.
DISTINGUISHING FEATURES OF THE CLASS
This position supervises and provides guidance to commercial permit specialists and Building and Zoning technicians. An employee in this class is responsible for initiating the residential plans process and preliminary platting for residential construction. The primary purpose of the position is to provide guidance and assistance to contractors, homeowners, and the general public concerning development ordinance regulations and building code as it relates to permitting. The position is responsible for a wide array of technical research involving zoning, subdivision regulations, and land development activity and is responsible for approving and issuing all residential permits. Duties and responsibilities would apply to satellite offices, if applicable. This classification's work assignment in platting and plans submission requires a broader understanding of zoning and subdivision ordinances. Emphasis of the work is on finality of actions related to actions of residential planning and instigating the platting process. Direct public contact is an essential duty. In the absence of the Plans and Permits Chief, Senior Building Zoning Technicians may assume all or some of the duties and responsibilities of the Planning and Permits Chief. Work activities are supervised by the Plans and Permit Chief. Work is reviewed periodically through direct observation, periodic examination of completed work, and conducting post-service evaluations on service provided.

EXAMPLES OF DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:
  • Supervises the commercial permit specialists and Building and Zoning technicians including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
  • Approves and issues required permits for building, electrical, fuel piping, gas logs, mechanical, and plumbing by reviewing submitted application and enters information into permitting software.
  • Issues commercial and residential permits and gives out customer copies.
  • Explains to customer what they are signing.
  • Provides copy of approved plans and permit cards to customers.
  • Receives and reviews Environmental Health applications for zoning, number of bedrooms, and required setbacks.
  • Assists and helps develop Standard Operating Procedures for existing and proposed processes.
  • Assists and helps coordinate the training of new Building and Zoning Technicians.
  • Enters information into permit system to ensure proper scheduling of inspections.
  • Handles customer escalations to resolution.
  • Maintains files, records and other materials to document activities and support program informational needs; files and retrieves material, as necessary.
  • Researches necessary property information by reviewing plat books, tax records, deed records, GIS, and other County data.
  • Verifies number of structures on property, verifies jurisdictions (e.g., towns), and identifies County's role in development.
  • Assists citizens in need of Manufactured Home permit applications and processing associated applications for Environmental Health.
  • Reviews applications for building permits, determines scope of exact nature of work to be done, verifies status of contractor's state license, and verifies contractor's compliance with worker's compensation.
  • Works with citizens to issue required building permits, as well as other required permits, works with contractors to issue building, plumbing, electrical, fuel piping, gas logs, and mechanical permits.
  • Works with owner/agents to issue sign, swimming pool and other specialty permits; acquires required approvals from town where the county issues permits and performs inspections.
  • Assists in public utilities verification of water connections prior to obtaining a building permit and/or plumbing permit and charges general contractors doing residential work an NCRF fee (building recovery fee charged for contractor defaults).
  • Politely greets citizens, receives and responds to building inspection requests, questions, and fees. Receives calls from subcontractors to issue residential and commercial trade permits.
  • Schedules building inspections, work with online building permit applications, issues certificates of occupancy, and provides clerical and administrative support for the department.
  • Receives construction/architectural plans, plot plans, correspondence, permit applications, deeds, maps, etc.
  • Assists the Plans and Permits Chief in preparing monthly reports mandated by the U.S. Department of Commerce, and U.S. Census Bureau and annual reports required by the jurisdictions we contract for services.
  • Refers to policy and procedure manuals, computer manuals, codes/laws/regulations, zoning ordinances, County maps, improvement permits, authorization to construct, Town Development Clearance Certificates, etc.
  • Operates a variety of office equipment, including computers, copier, telephones, calculators, fax machine, and cashiering hardware.
  • Uses clerical and computer supplies, measuring and testing devices, and engineer scale.
  • Interacts and communicates with the immediate supervisor, other County department employees, co-workers, home/property owners, contractors, architects, engineers, developers, County personnel, various outside professionals and agencies, municipalities, and the general public.
  • Updates contractor computer files with license status, document permits issued with appropriate copies, and refers specific building code questions to plan reviewer.
  • Balances daily cashier activity report and delivers checks and cash to tax department for deposit.

RECRUITMENT STANDARDS
Knowledge, Skills and Abilities:
Knowledge of:
  • Building inspections process to determine action needed for routine permit requests.
  • General County and State codes and laws sufficient to explain process or procedures to the public and customers.
  • The scope of information requirements needed by field inspectors to complete an inspection of a building structure and the actions to be completed in the construction and inspection process before utilities can be activated and a Certificate of Occupancy (CO) issued.
  • Minimum construction requirements for inspections of pools, buildings, signs, etc.
  • State of North Carolina code requirements for permits.
  • Basic math sufficient to perform general mathematical calculations of permit fees or reconcile billing accounts.
  • Research and understand Zoning maps, tax maps, plat books, and deeds.
  • Environmental health applications and required procedures.

Skills in:
  • Listening, attentiveness, and interpersonal communications required to obtain and/or provide information to customers.
  • General computer skills for PC use and data entry sufficient to create permit applications and schedule inspections.

Typical Qualifications
Minimum Qualifications:
Graduation from high school or GED and four years of experience in permits issuance, inspections, or similar activity. Demonstrated experience in a supervisory or lead role.
Preferred Qualifications:
Law administration course; Notary; NC Property Mappers Association Mapping Course; Microsoft Office proficiency

PHYSICAL DEMANDS AND WORK CONDITIONS
  • Sits, walks, stands, climbs, kneels during a workday. Must be able to physically perform the basic life support functions of walking, fingering, grasping, talking, and hearing. Periodically, may be required to lift up to 10 pounds.
  • Must have the visual acuity to record observations, to read and analyze, to prepare data and figures; and to access and enter information into computer.
  • Employee works in normal office environment.

Driving is Essential
Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
