Build Partner Capacity (Bpc) Case Program Manager - Saf/Ia

Sigmatech, Inc. is seeking a full-time Build Partner Capacity (BPC) Case Manager to work inside SAF/IA supporting the management of all Title 10 BPC programs. Title 10 BPC program supports U.S. efforts to build Partner and Ally capacity and capabilities across an expanding set of mission areas, including Counterterrorism; Counter-weapons of mass destruction, Counter-illicit drug trafficking, Counter-transnational organized crime, maritime and border security, defensive space operations, Military Intelligence, Air domain awareness, Operation or activities that contribute an existing international coalition operation, and Cyberspace security and defensive cyberspace.

Responsibilities:

• Manage and coordinate all phases of the DAF BPC process, including BPC case development, case execution, case implementation, and case closure.
• Identify and communicate potential risks in program execution that would preclude current year funds from being obligated.
• Lead consolidation and delivery of DAF BPC data as required or requested by Defense Security Cooperation Agency (DSCA) and other Office of the Secretary of Defense (OSD) offices.
• Develop a strong understanding of the policies affecting the BPC process and obtain extensive and politically delicate coordination, when necessary, with officials of other Defense agencies and the Department of State (DoS) to resolve dynamic issues.
• Advise SAF/IA Regional Country Directors, USAF and USSF Theater Component Planners and SAF/IAR Division Chiefs on BPC policy issues affecting politico-military initiatives with allied and friendly countries.
• Analyze and report on complex security cooperation issues, initiatives, legislative matters, executive orders, and agreements.
• Review security cooperation documents, amendments, and modifications to Letters of Offer and Acceptance (LOA), Letters of Intent (LOI), Memoranda of Understanding (MOU) and Congressional Notifications (CN) to ensure compliance with established policy and procedures.
• Coordinate with SAF/IA and Air and Space Force stakeholders to liaise with DoD, Joint Staff, and CCMD communities to scope requirements, develop way ahead, and implement BPC programs to support partner nations.
• Develop and deliver program updates as required for SAF/IA. Prepare briefing detailing cases/proposals under development, P&A notification, and any issues with contracting, hardware, and training.

• A bachelor's degree with a desired emphasis in an International Affairs curriculum.
• A FINAL Secret Security Clearance and to include NATO Secret.
• A minimum of five (5) years' experience with demonstrated effectiveness and success in the mission areas below:
  • Security Cooperation
  • Building Partner Capacity (BPC)
  • FMS Case Development and Implementation including FMS Case Programming.
• Knowledge and general understanding of the following:
  • USAF roles and missions.
  • Security cooperation and international affairs.
  • SAF/IA's role within and relationship towards the security cooperation community.
  • Security Cooperation, BPC, and FMS legislation.
  • National Defense Authorization Act (NDAA).
  • BPC, Titles 10 and 22.
  • International Traffic in Arms Regulations (ITAR) and National Disclosure Policy (NDP).
  • Industry and their relationship to the FMS process.
