The Mohave County Public Works Department is currently recruiting for a Budget & Accreditation Manager located in Kingman, AZ.


JOB SUMMARY

Responsible for planning, coordinating and performing a variety of highly complex financial and technical functions, including contract and grant management, for all funds within control of Public Works and developing and managing Public Works management practices and supporting policies and procedures for business operations and services consistent with County administration and Public Works Director's directive and satisfying American Public Works Association accreditation requirements.

As assigned to Mohave County Parks:

Responsible for planning, coordinating and performing a variety of highly complex financial and technical functions, including contract and grant management, for all funds within control of the Mohave County Parks and developing and managing management practices and supporting policies and procedures for business operations and services consistent with County administration.

Work is performed independently under administrative direction of the Department Director

As assigned to Mohave County Parks:

Work is performed independently under administrative direction of the Parks Administrator.

SUPERVISION EXERCISED

May exercise technical, functional and/or direct supervision of subordinates.

  • Develop and manage the Public Works Departmental Budget in conjunction with the Director, managers and division supervisors; direct disbursement of funds and deposit of revenues; may review, approve, and procure expenditures.
  • Prepare cost benefit analyses and research ways to reduce costs.
  • Write grants and administer the grant program for Public Works.
  • Manage Public Works contracts for Budget and schedule conformance.
  • Monitor program and financial reports; develop and submit necessary budgetary information; administer program budgets.
  • Provide budgetary consultation matters to managers and supervisors; assist in problem resolution regarding Budget and staffing resources.
  • Prepare detailed financial and statistical reports, long-range planning documents, and other reports or documents as needed.
  • Calculate and process principal and interest payments of all bonds, loans, contract payments, etc. for Public Works.
  • Generate, maintain and prepare all Public Works financial reports required for the Finance Department, audits and any other financial/budget reports required by outside agencies.
  • Perform finance and administration functions under emergency management activities; develop claims and manage emergency reimbursements and emergency project closeout.
  • Maintain database in conjunction with Public Works needs for fixed assets.
  • Act as a fiscal liaison between Public Works and other County departments and outside agencies.
  • Perform professional, administrative and investigational work in the maintenance and coordination of American Public Works Association accreditation and reaccreditation coupled with implementation of adopted management practices.
  • Perform inventory, assessment, creation and management of Public Works policies and procedures for business operations and services.
  • Create and maintain a supportive work environment and an efficient, engaged team.
  • Communicates and acts in a professional manner with the public, co-workers, and work contacts.

As assigned to Mohave County Parks:

  • Serves as the lead in the reporting of grant applications for the Division.
  • Serves as the lead in maintaining the Division's national accreditation and licenses.
  • Acts as Division liaison to Finance.


SECONDARY JOB FUNCTIONS

  • Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures.
  • Bachelor's Degree in Public Administration, Business Administration, Financial Management, Architecture, Engineering, or a closely related field.
  • Five (5) years progressively responsible professional experience in management and analysis.
  • One (1) year experience in policy and or procedure creation and writing, with one or more years significant professional project management and contract administration experience or similar work on public agency projects,
  • Or an equivalent combination of experience, education and training which provides the desired knowledge, skills and abilities.
SPECIAL JOB REQUIREMENT
  • Must possess a valid driver's license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
  • Provide acceptable driving history at no cost to the County.
Knowledge of:
  • Generally Accepted Accounting Principles and Practices (GAAPP) and their application to County accounting operations.
  • Principles and practices of auditing, cost accounting and modern office management methods.
  • Intermediate knowledge of Excel, Word and ability to quickly learn proprietary software systems.
  • Principles of business management, financial and managerial accounting and analysis, budgeting and statistical analysis.
  • Principles and practices of project management used in the administration and coordination of the development of Public Works projects such as project development, scheduling, monitoring, and control systems.
  • Principles, methods and practices of contract administration and negotiation, including coordinating agreements and Request for Proposals, governmental finance, budgeting and fiscal accounting.
  • Program/construction/services evaluation such as operations research, business process review, decision analysis and team based continuous improvement techniques.
  • Municipal budgeting procedures and multi-funded financing operations.
  • Administrative principles and practices, including goal setting and program budget development and implementation.
  • Applicable state, federal and local laws, rules and regulations including State and Federal procurement, construction and work site safety regulations.
  • Principles of management analysis, organizational design, Human Resources and Information Management, customer service, quality improvement, public relations and effective office and public communications, both orally and in writing.
  • Techniques used in statistical sampling and flow charting, fiscal administration and budgetary practices.
  • Principles of professional project management.
  • Department policies, rules and procedures.
  • Mohave County Personnel Policies and Procedures, and Department Regulation.
