Duties

As a Budget Analyst, some of your duties will include:

  • Supervisory Duties: Perform the full range of typical first-line management functions to include: assign work to be accomplished by subordinates, set priorities, and evaluate work performance of subordinates.
  • Budget Formulation: Analyzes, revises and ties together multiple segments of WAPA's annual and multi-year capital and operating budgets from subordinate Budget Analysts, Budget Leads, Regional Financial Mangers, Program Directors and WAPA's Senior Executive Members.
  • Budget Presentation: Prepares monthly and annual presentations on WAPA's budget to WAPA's Senior Leadership Team (SLT), and Extended Leadership Teams (XLT) during various phases of the Fiscal Year.
  • Budget Execution: Coordinates, monitors and orchestrates the execution of the WAPA's numerous sources and types of funding (e.g., direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, and trust fund accounts) through the efforts of subordinate Budget Analysts and Regional Financial Managers.
  • Conduct of Management Studies: Directs the planning and conduct of studies, projects, and analyses related to general budgetary, programmatic, financial, performance measures, and administrative systems, procedures, and practices as may be assigned by higher management officials.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level (GS-13) in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify for the GS-14:
Applicants must have one year (52 weeks) of specialized experience at the GS-13 grade level or equivalent pay band in the Federal service. This experience includes:

  • Financial Analysis and Reporting
  • Project Management
  • Process Improvement

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

For this position, education cannot be substituted for experience.

You will be evaluated for this job based on how well you meet the qualifications above.
