Job description

Lynker, a contractor to the National Oceanic and Atmospheric Administration (NOAA), seeks a talented individual to serve as a Budget Analyst to support the National Oceanic and Atmospheric Administration's (NOAA) Office of Coast Survey.

The primary duty station for this position will be in Silver Spring, MD. This is a hybrid position with approximately 50% in-office and 50% remote work.

The successful candidate will provide critical budget planning and analytical support to the office. The responsibilities of this position include, but are not limited to those stated below.

Responsibilities of the Budget Analyst:

  • Play an integral role in the budget planning process.

  • Provide budget tracking and analysis using office-specific information systems.

    • Prepare reports and provide fiscal and budgetary data.

    • Analyze and evaluate continual changes in program plans and funding.

    • Develop recommendations for financial and/or budgetary actions.

    • Notify program office/management of trends toward over and under obligation of funds.

    • Recommend ways to improve the utilization of funds.

  • Research and query budget data and expense information.

  • Prepare materials for responses to various budgetary questions.

  • Provide analysis on pending obligation commitments for grants and contracts and accurately report the information to key personnel.

  • Monitor the execution of funding and agreements support.

    • Tracks the review process, responds to requests for information, and monitors the agreement through any conflicts that arise between various parties and offices, and tracks progress of work and deadlines on signed agreements.

    • Collaborates with SMEs, budget POCs, and General Counsel in the planning, execution, negotiations, and administration of Interagency Agreements. Assists in the development of associated budget sheets, and writes or assists in writing agreements.

  • Additional duties include:

    • Maintain and coordinate project code information.

    • Help create and maintain an office policy and procedures manual.

Qualifications of the Budget Analyst:

  • Bachelor's in business administration or related field.

  • Strong knowledge of the budgetary process and analytical skills.

  • Technical proficiency with Microsoft Office programs.

  • Strong organizational skills and attention to detail.

  • Self-motivated energetic strategic thinker.

  • Ability to work well individually and cooperatively with a range of individuals.

  • Ability to work on several projects simultaneously and to shift priorities as needed.

  • Knowledge of Federal Budget Execution and Commerce Business System (CBS) is a plus.

  • Familiarity with NOAA policies, procedures for budget and finance is highly desirable.

  • Experience managing a budget.

  • Knowledge of appropriations law is a plus.

  • Federal or State government experience is desirable.
