GENERAL DESCRIPTION OF POSITION
The BSA Quality Assurance Manager is responsible for testing all functions of the BSA and OFAC Programs to ensure alignment with regulatory expectations and bank policies/procedures. This position coordinates across all units of the Enterprise AML group to ensure effective and efficient processes are in place and procedures are followed correctly. The Quality Assurance Manager collaborates with the BSA Data Strategy & Analytics Group to support department-wide management in developing meaningful solutions to improve or enhance processes used within the Enterprise AML Group.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Maintains continuous awareness of policy updates resulting from changing regulatory requirements and updates related to QA testing and gap analysis procedures used by the QA staff. This duty is performed daily, about 20% of the time.
2. Serves as the primary point of contact within BSA for Quality Assurance reporting through the banks Enterprise Risk Management framework, including maintenance of control descriptions and test outcomes in the appropriate/associated risk software/tools. This duty is performed monthly, about 15% of the time.
3. Develops and maintains testing/assessment plans to evaluate program adherence to BSA and OFAC regulations, policies, standards, and guidelines, including comparative assessments between regulation, policy, and procedure to identify areas that can be strengthened. This duty is performed monthly, about 15% of the time.
4. Advises senior management with respect to Risk Assessment and Policy updates based on current test outcomes or project pipeline status related to enhancements of risk mitigation factors, completed and/or in process. This duty is performed quarterly, about 15% of the time.
5. Functions as the escalation point for challenging scenarios between BSA management and QA staff, mentoring the group on collaboration/partnership techniques to reach desirable outcomes. This duty is performed as needed, about 10% of the time.
6. Supports the collection and organization of documentation associated with audit or examination requests and serves as a secondary point of contact during such events. This duty is performed quarterly, about 15% of the time.
7. Oversees execution of the quality control program used throughout the department and ensures appropriate action is taken upon recommendations/ findings issued to management by the BSA Quality Assurance Group, internal audits, and examinations. This duty is performed monthly, about 10% of the time.
8. Completes required BSA AML training and other compliance training as assigned. This duty is performed quarterly.
9. The ability to work in a constant state of alertness and in a safe manner. This duty is performed daily.
10. Perform any other related duties as required or assigned.
QUALIFICATIONS

EDUCATION AND EXPERIENCE
Broad knowledge of such fields as accounting, marketing, business administration, finance, etc. Equivalent to a four year college degree, plus 8 years related experience and/or training, and 3 years related management experience, or equivalent combination of education and experience.
COMMUNICATION SKILLS
Ability to read, analyze, and understand general business/company related articles and professional journals; ability to speak effectively before groups of customers or employees. ability to write reports, business correspondence, and policy/procedure manuals; ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents; ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.
CRITICAL THINKING SKILLS
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

RESPONSIBILITY FOR WORK OF OTHERS
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
Supervises a small group (3-7) of employees, usually of lower classifications. Assigns and checks work; assists and instructs as required and performs same work as those supervised, or closely related work, a portion of the time. Content of the work supervised is of non-technical nature, but presents numerous situations to which policies and precedents must be interpreted and applied.
Supervises the following departments: BSA/ AML Quality Assurance

ADDITIONAL INFORMATION
-Eight (8) years of related experience and/or training.
-Three (3) years of related management or supervisory experience.
-Management experience must be specific to responsibilities over functions of a BSA Department within a financial institution, including workflow management, training, and risk assessments.
-Years of experience in diverse functions under BSA regulations is preferred, including transaction monitoring, regulatory reporting, customer risk rating, customer due diligence at all levels, and development/maintenance of related procedures; experience should also include OFAC regulations exposure as well.
-Well-qualified applicants will have subject matter expertise in both regulatory expectations and practical application in all areas of BSA and OFAC compliance.
-Bachelor's degree focus desirable for position: Criminal Justice, Banking Compliance/AML Specialized, Political Science, Mathematics or Economics.
-Certified Anti-Money Laundering Specialist (CAMS) Certification or Certified Global Sanctions Specialist (CGSS) Certification is preferred.
