Job Description:

The Brown University Department of Public Safety is a dually accredited (CALEA and RIPAC) department that provides the overall safety and security of the campus community.  Situated physically within Department of Public Safety, the BUDPS has an immediate need for an outstanding individual to serve as the Training and Talent Development Manager to provide oversight and strategic leadership over the Training and Talent Development Unit.  The purpose of this position is to design and deliver global talent and leadership development that support the execution of the BU DPS strategic plan and mission at all levels across the Brown University Department of Public Safety enterprise.  In addition, the individual is expected to engage the community at all levels through active coordination with the Community Engagement and Outreach Division. 

The manager oversees development of all internal education, training, and professional development programs, policies and procedures, and provide data driven decision support and recommendations to the Police Inspector of the Office of Professional Accountability and Community Compliance Bureau.  This includes, but is not limited to, planning, coordinating, and developing all training programs for the department to ensure compliance with local, state, federal, accreditation and institutional requirements.  The incumbent continually reviews and assesses training programs to ensure effectiveness, quality and applicability.

The Manager must be highly effective in working with individuals and teams; have the ability to focus on results while appreciating process, and be skilled at data-driven decision-making and implementation within the responsible area.   

This position is the primary contact and has delegated authority for all education, training, and Talent Development efforts for the BU Department of Public Safety, and such, functions as the department's lead in all Talent Development efforts and provides recommendations for improvements.

The incumbent will oversee all training compliance to ensure state, federal, university and accreditation requirements.  They will also work with BUDPS staff, staff, campus, RIMTA and law enforcement partners to design and develop DPS instructional support through Learning Management Systems as appropriate.  In addition, collaboration with all BU bureau leaders to evaluate utilization of all Training and Talent Development efforts associated with accreditation standards is essential.    

The Manager will oversee a police sergeant, police officer, 1-2 civilian staff members, and 1-2 student employees.  This position is equivalent to a police lieutenant in the BU DPS hierarchy.  Interested sworn candidates would be able to add the rank of Lieutenant to their title if commissioned as a State of Rhode Island officer or have the ability to become commissioned within 12 months of employment.

Major Responsibility:   Manage and provide direct oversight of the Training and Talent Development Unit

Supporting Actions

  • Design and implement programs to attract, measure, manage and develop the department's talent pool.
  • Uses organization development methodologies to align Training and development with the department's strategic plan and organizational goals.
  • Advises the senior the leadership team on development and feedback for employees at all levels of the agency
  • Utilizes performance management data to drive planning and delivery of training.
  • Works collaboratively with the leadership team to develop and maintain effective programs for retention, promotion, and succession planning.
  • Participate in organizational strategic planning in the areas of Training and Talent Development
  • Design and manage a nationally known Talent Development program through writings, presentations and participating on boards.
  • Knowledge and experience with speaking to large groups, facilitation in the classroom, one-on-one and in an e-learning environment.
  • Maintain a learning management system to ensure proper tracking and development of training.
  • Oversee the management of the training scheduling department-wide.
  • Develops and manages trainers within the agency to ensure Talent Development is aligned with agency values.

 

Major Responsibility:  Strategic Planning

Supporting Actions:

  • Planning and establishing goals and objections related to all Training and Talent Development efforts within the Brown University Department of Public Safety, including assisting with the development of budgets for these programs.
  • Collaborate with senior leadership to establish and manage the DPS Talent Development processes, including outreach and search plans to align with the University and DPS mission for hiring quality, diverse talent.
  • Lead the comprehensive onboarding process to ensure DPS employees are welcomed into the DPS family by understanding mission, vision, values, policies and expectations.

 

Dimensions:

  • Supervise 5-7 Employees, to include 1 Sgt, police officer, civilian staff and student employees. 
  • Assist with the management of the bureau’s budget  
  • Ensure integrity and confidentiality of all Training and Talent Development records.
  • Decisions this position is free to make:
  • Request expenditures related to the unit.
  • Oversee all activities for the unit
  • Performance management and evaluations for staff

Qualifications:

Education and Experience

Required:

  • Bachelor's degree with emphasis in Criminal Justice, Police Science, Public Administration, Management, or a closely related field.
  • Minimum of seven (7) years experience in organizational and leadership development, instructional systems design, project management, and leading cross-functional teams in public or private sector, with some supervisory/administrative experience.    
  • Expertise in adult learning concepts and experience Training and facilitating.
  • Experience designing and implementing a training program, to include an evaluation component.
  • Ability to develop and adhere to budgets
  • Experience with developing and managing strategic plans.
  • Experience supervising both civilians and sworn personnel.
  • Thorough understanding of the NIMS, ICS, and familiarity with emergency management concepts.
  • Organized, able to manage multiple projects meeting established deadlines.
  • Ability to coordinate with multi-disciplinary first response organizations, university administrators, OGCs, etc
  • Excellent computer skills and proficiency.
  • Ability to work innovatively and creatively with limited resources, both independently and as a member of team.
  • Highly organized and attentive to detail
  • Must be a team player who is able to maintain professionalism with respect and integrity to diverse entities while striving for excellence at all times.
  • Thorough understanding of law enforcement Training and reporting regulations at the federal, state, and university levels.
  • Experience as a trainer.
  • Subject to comprehensive background investigation, to include psychological and medical exam. 
  • Preferred:
  • Master’s Degree
  • Progressively responsible law enforcement work, including considerable experience in a supervisor capacity in supervision and administration
  • Graduate of the FBI National Academy or similar type executive leadership training program
  • Knowledge of Clery and Title IX.
  • Thorough understanding of law enforcement community, including university policing.

  • Excellent written, verbal and interpersonal communication skills to include demonstrated ability to communicate clearly and concisely and in establishing and maintaining effective working relationships with department and university staff. 
  • Ability to assess training needs and implement appropriate training for users.
  • Ability to manage, coordinate and direct the work of union and non-union employees.
  • Capacity to work professionally, and diplomatically interface with a variety of constituencies involved in law enforcement, the media and university administration.
  • Excellent computer skills and proficiency using Adobe Acrobat and Microsoft Office (Word, Excel, PowerPoint, Access).
  • Ability to work under deadline pressure and ability to work both independently and as a member of team.
  • Strong project management skills and ability to prioritize work to meet internally and externally imposed deadlines.
  • Highly organized and attentive to detail.
  • Experience with and expert knowledge of various record-keeping databases. 
  • Must be a team player who is able to display tact, patience, and respect in dealing with people of varying temperaments and levels of knowledge under often difficult or stressful circumstances.
  • Must have high level of ability to multitask with audio, visual and manual tasks.
  • Possesses a willingness to promote an inclusive and diverse campus community.
  • Skills to plan, develop and implement new administrative procedures;
  • Ability to communicate clearly and effectively with a variety of audiences, including strong written communication and oral presentation skills;
  • Strong team facilitation skills;
  • Knowledge of the principles and techniques of project and program management;
  • Strong analytical skills, including the ability to analyze and interpret complex data and policy conflicts;
  • Must possess a willingness and ability to support a diverse and inclusive environment
  • Successful completion of a comprehensive background to include a psychological examination and medical.
