Description
Under direction of the Pathologist and Laboratory Manager, performs a variety of standardized chemical, microscopic, bacteriological and other technical analyses within the Clinical Laboratory; primarily responsible for one of the specialty areas of analyses, Chemistry, Hematology, Bacteriology, Blood bank, or overall supervision on the P.M. shift; and to perform related duties as required.
The Blood Bank Supervisor is responsible for the activities required to successfully operate the Blood Bank Section of the Laboratory. This includes, but is not limited to, testing, and reporting of results, instrumentation; methods and other analytical procedures; quality control and quality assurance; staff training; and regulatory compliance (CAP, AABB, FDA, and JCAHO).
WHAT WE OFFER:
The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position may also be eligible for the following:
  • EDUCATION/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree. Incumbents may also be eligible for bilingual incentive of $0.69/hour up to $1.32/hour depending upon operational need and certification of skill.
  • EVENING SHIFT DIFFERENTIAL: 7.5%
  • NIGHT SHIFT DIFFERENTIAL: 15%
  • STANDBY PREMIUM PAY: ¼ of regular hourly wage or Federal minimum wage (whichever is greater)
  • LICENSE/REGISTRATION REIMBURSEMENT: The County shall reimburse employees for State required, job related licenses.
  • HOLIDAYS: 12 paid days per year which includes a scheduled floating holiday.
  • DEFERRED COMPENSATION - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
  • FLEXIBLE CREDIT ALLOWANCE: Biweekly contribution towards medical, dental, and/or vision insurance from authorized plans.

PAYROLL TITLE: Clinical Laboratory Scientist III
AGENCY/DEPARTMENT: Health Care Agency - Ventura County Medical Center/Santa Paula Hospital
Clinical Laboratory Scientist III is represented by the Service Employees' International Union (SEIU) and are eligible for overtime compensation.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Per Diem Pool, Intermittent, and Extra-Help vacancies for this position only.There is currently one (1) Regular vacancy.

Examples Of Duties
Duties may include, but are not limited to the following:
  • Reviews and updates quality control based on statistical analyses of QC data; provides monthly/quarterly/annual quality assurance measurements as outlined in the laboratory and hospital quality improvement programs; prepares analytical and statistical reports as required;
  • Tabulates and compiles data for monthly workload recording;
  • Maintains inventory of supplies, reagents, and materials required to perform testing in the area responsible for;
  • Supervises workflow, evaluates test results and for manually recorded test results, checks for clerical errors;
  • Is responsible for the orientation and competency assessment of testing personnel;
  • Prepares employee performance appraisal and/or evaluations; may receive and resolve routine personnel matters and discipline of subordinates;
  • Reviews proficiency testing evaluations and performs appropriate corrective action;
  • Maintains their respective department and keeps equipment in clean and orderly condition;
  • Performs necessary preventive maintenance according to recommended schedule and maintains records of all analyzers and equipment in are of responsibility;
  • Performs and is responsible for the completion of technical analyses in either chemistry; microbiology, Blood Bank, hematology, or overall supervision of lab on P.M. shift;
  • Performs a variety of standardized tests in any or all of the fields of medical technology, including laboratory information system management;
  • Evaluates new and/or improved tests methodologies and updated current procedures;
  • Participates in various hospital committees including Trauma, Blood Usage, and Performance Improvement; as a Level II Trauma Center, the Blood Bank works closely with Trauma in the development, implementation, and performance improvement of the Massive Transfusion Protocol;
  • Works closely with other hospital departments to ensure excellent customer service; and
  • Performs other related duties as required.

Typical Qualifications

EDUCATION, TRAINING, and EXPERIENCE
Clinical Laboratory Scientist III
A valid Clinical Laboratory Scientist, Clinical Chemistry Scientist, Clinical Microbiologist, Clinical Immunohematologist Scientist, or Clinical Hematologist Scientist license issued by the State of California Department of Health Services AND four (4) years of recent diverse clinical technical laboratory analysis experience under a qualified director.
NECESSARY SPECIAL REQUIREMENTS
  • Willing to occasionally work in other departments and shifts as needed
  • Willing to work overtime as needed
  • Experience supervising staff
DESIRED
  • Experience in Acute Care hospital setting
  • Able to work as an integral part of the laboratory team
  • Knowledge of one or more sub-specialty such as: Chemistry, Hematology, Microbiology, and Blood Bank
  • Establish Quality Assurance Indicators and/or monitor Quality Improvement Programs when appropriate
  • Modify procedures as directed by supervisor
  • Willing to monitor inventory and order lab supplies
  • Willing to be on Standby as needed
KNOWLEDGE, SKILLS, and ABILITIES:Comprehensive knowledge and skill in:
  • the performance of the standardized tests performed in Hematology, Urinalysis, Microbiology, Serology, Chemistry, Special Chemistry, or Blood Bank.
  • principles and practices of effective supervision related to selection, training, direction, control and evaluation of subordinates;
Comprehensive ability to:
  • demonstrate sound judgment and technical skill in the several categories of Clinical Laboratory technology, including above departments;
  • establish Quality Assurance indicators and/or monitor Quality Improvement Programs when appropriate;
  • modify procedures as directed by supervisor;
  • instruct other personnel;
Demonstrated ability to:
  • work with and troubleshoot on technical equipment; and
  • monitor inventory and order lab supplies
  • prepare routine reports; and
  • establish and maintain effective working relationships with coworkers and other hospital department staff
