VACANCY INFORMATION:
This position may be filled as a:

The Louisiana Department of Wildlife and Fisheries is responsible for managing and protecting the state's renewable natural resources, including all wildlife and aquatic life.
LDWF supports a strong work ethic in its employees and incorporates the use of good science, accurate information and technology. The Office of Wildlife exists to provide wise stewardship of Louisiana's wildlife and associated habitats and increase wildlife conservation awareness.
This position serves as the department's expert and senior staff advisor to agency and the public regarding black bass and black bass habitat restoration, enhancement, and management. The incumbent will lead the development and implementation of a statewide Black Bass Management Plan that includes statewide black bass genetic analysis and a genetics management plan.
The Black Bass Coordinator will regularly coordinate with staff biologists, as well as local, state, regional, and national stakeholders, to guide actions that identify, prioritize, design, plan, fund, and pursue intense black bass management, enhancement and access projects; these can range from very small and simple projects to very large and complex, watershed-scale projects.
SUPPLEMENTAL QUALIFICATIONS:
  • Six years of professional level experience in fisheries management.
EXAMPLES OF WORK INCLUDE:
  • Negotiates and manages research contracts related to the implementation of Black Bass Management plan
  • Serves as liaison between district managers and stock assessment team to coordinate black bass population assessments, analyze data, and model effects of regulation changes; recommends changes in regulations for the purpose of achieving black bass management goals
  • Stays current on scientific literature pertaining to black bass management and disseminates pertinent information to staff; mentors and trains lower level and staff biologists on new scientific techniques
  • Communicates with internal and external stakeholders and partners via telephone, email and in-person discussions; Represents the agency at relevant local, state, regional, and national meetings
  • Works with staff biologists or local government entities to write and/or edit research proposals to fund black bass management projects and/or habitat projects that benefit black bass and/or access to black bass
  • Writes/edits/provides comments for highly technical and non-technical articles, papers, news releases, correspondence (examples: fisheries management plans, annual recreational fishing regulations, social media posts, waterbody fact sheets, research proposals, contract specifications, strategic plan, etc.)
  • Provides assistance, direction, and technical advice for the drafting of administrative rules and/or legislation related to fisheries management
  • Provides scientific and management-related presentations and expert testimony to Louisiana Wildlife and Fisheries Commission, Louisiana Legislature, and other appropriate groups, as needed
  • Other duties, as assigned
PREFERRED CANDIDATES
  • Highly motivated with strong interpersonal skills
  • Strong written and oral communication skills
  • Proficient with Microsoft Office applications (particularly Word, Excel, Outlook, Powerpoint)
  • Strong organizational and time-management skills
  • Proficient with appropriate statistical analyses, statistical analysis software, GIS, and fish population models
  • Knowledge and experience with fisheries science principals and sampling techniques
  • Experience writing grant proposals or assisting with writing grant proposals
  • Experience with freshwater habitat improvement projects
  • Experience with and/or knowledge of current black bass genetic sampling technology and capabilities
  • Experience with and/or knowledge of black bass hatchery techniques
  • Ability to work independently, and both as a member or a leader of a team to set, track, and achieve goals

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree in a biological science, marine science, environmental science, wildlife or fisheries management, animal science, forestry, natural resources, or conservation followed by six years of professional experience in wildlife or fisheries research, management or conservation; forestry; or in environmental science.
SUBSTITUTIONS:
Graduate training in qualifying fields may be substituted for up to one year of the required experience on the basis of thirty semester hours for one year of experience.
A non-thesis master's degree in qualifying fields will substitute for one year of the required experience.
A master's degree with completed thesis in qualifying fields will substitute for two years of the required experience.
A Ph.D. in qualifying fields will substitute for two years of the required experience.
NOTE:
Examples of non-qualifying degrees are science education (of any discipline), geology, geography, nuclear science and agribusiness.
NOTE: Any college hours or degree must be from an accredited college or university.
Job Concepts
FUNCTION OF WORK:
To serve as the highest-level State expert in biological programs and advise all interested parties of impacts and the possible consequences of those impacts. Serves as the state expert in the most complex specific areas of biological policy or other areas of technical or conservation expertise as defined by an approved DCL policy.
NOTE: This job is designated a Dual Career Ladder job as defined in CS Rule 1.14.1.1 and 5.9 requiring performance of higher level more complex duties and possession of advanced, specialized skills. A Civil Service Commission approved agency policy is required prior to implementation.

Broad direction from Biologist Director or higher-level administrative staff.

Writes research proposals; designs, develops, and implements highly complex scientific research projects concerned with biological resource management recommendations.
Writes and proofreads technical and non technical articles, papers, news releases, and correspondence; testifies at federal and state courts and legislative hearings as to biological resources and management practices.
Directs the formulation of species management plans and provides direction and technical advice in the development of recommended changes in catch limits, harvest, or habitat management plans resulting from biological research projects.
Evaluates changes to biological populations that have resulted in a change of management practices on federal, state, and private lands and waters.
Represents the department at local meetings and public forums with parish councils or police juries, with local conservation organizations, sportsmen, commercial fisherman organizations, or with local public agencies.
