Billing Manager (Utility Manager)

Full-time position available with the Water Department, Consumer Services Division, located at 4800 E 63rd St.
Salary Range: $7,268-$10,902/month
Normal Work Days/Hours: Monday-Friday 8:00a.m.-5:00p.m.

• Develops and implements innovative billing strategies to ensure accurate and timely billing statements for KC Water customers.
• Serves as a leader and strategic authority in meter-to-cash business processes, leveraging expertise to address billing-related matters and drive projects forward.
• Oversees billing and billing adjustments for 170,000+ residential, commercial, and wholesale customer accounts to ensure accuracy and timeliness of bills.
• Communicates directly with internal and external customers in a professional and courteous manner via phone, in writing, and in person. Manage customer escalations, manage contracts with third parties, troubleshoot issues, collect data, run reports, analyze outputs, and produce finished reports.
• Manages 4 direct reports and oversees all subordinate Billing staff totaling approximately 16 employees.
• Carries out supervisory responsibilities according to organizational policies and applicable laws, including interviewing, hiring, training, planning, assigning, directing work, appraising performance, rewarding and disciplining employees, addressing complaints, and resolving problems.

REQUIRES: Education and Experience: Bachelor’s degree in business administration, public administration, or related fields with 7 years of experience in programs requiring specialized technical/professional experience, including 3 years of administrative and supervisory experience. Alternatively, an equivalent combination of education and experience, with at least 3 years of administrative and supervisory experience at the level of Senior Administrative Assistant or above. Preference given to applicants with at least 5 years of supervisory or management responsibilities in a utility billing environment.

Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.

The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.

For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.

Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
