The Position: Under the direction of the Secretary/Clerk 4, with oversight from the Accounting and Finance Program Manager, the incumbent, fluent in both Spanish and English, orally and in writing, performs a variety of administrative clerical functions in support of all District programs and initiatives. The incumbent provides interpreter and translation services on a regular basis, and is proficient in both Spanish and English, demonstrating cultural competency in support of our clients, some with little or no English proficiencies. The incumbent is expected to have excellent verbal and written communication skills because of daily contact with members of the public and District personnel.
This position is often the first point of contact for the public requesting District information and services, and with that, it is imperative to consistently provide an excellent customer service experience to the public we serve. This position requires general knowledge of all Health District programs and services. Scope of Responsibilities: The Secretary/Clerk 2 position requires the incumbent exercise full occupational level secretarial and clerical skills. Complexities in the work situation call for reliance upon the incumbent's judgment, discretion and understanding of the manager's desires and expected functions.
Hours: 40 hours per week - 100% FTE. This is an in-office assignment. The incumbent will report to the District offices located in the Norm Dicks Government Center in downtown Bremerton, Monday through Friday, 8:00 a.m. until 4:30 p.m.
Status: Regular status, full-time position.
Benefits: The district offers a comprehensive health benefit plan which includes medical, dental, and life coverages, including several voluntary plan selections through The Standard, Aflac, and Met Life. The district provides medical and dental coverage contributing percentages of the average medical and dental insurance premium costs for full time employees as follows: Employee @ 100%, Employee & Spouse @ 90%, Employee & Child(ren) @ 90%, and Full Family @ 85%. Benefits include generous paid time off, and twelve paid holidays per year. Employees participate in the Public Employees Retirement System (PERS), a defined benefit retirement plan managed by the Washington State Department of Retirement Systems and Social Security. Several deferred compensation retirement savings plans are also offered.
Essential Functions
  • Performs clerical duties and provides administrative support to all District programs as assigned.
  • Provides interpreter services on a regular basis, in both Spanish and English, demonstrating cultural competency in support of clients with little or no English proficiencies.
  • Supports team members in accomplishing program and agency goals and objectives.
  • Operates computers utilizing a variety of software programs, including database, spreadsheet, and word processing applications, to produce written documents with clearly organized thought using proper sentence construction, punctuation, and grammar.
  • Greets the public, ascertains the nature of visit, provides services as appropriate and may refer to other departments and/or community services.
  • Performs data entry, filing and word processing for various programs as assigned.
  • Attends scheduled staff meetings to keep current with procedural changes.
  • Initiates completion of regularly recurring reports and standard form letters.
  • Complies data from various sources and makes summary reports as directed.
  • Issues food handler exams and certifications.
  • Assesses and collects fees. Records payments received for services. Accurately operates point of sale systems.
  • Records minutes for various agency and inter-agency meetings.
  • Searches files and records for readily identified information as required. Provides copies of published materials.
  • Performs switchboard/phone inquiry assistance duties as assigned. Receives and routes a variety of calls.
  • Maintains support staff process protocols for assigned duties by keeping them current and accurate on an on-going basis and as duties are re-assigned.
  • May date stamp and distribute incoming mail, and prepare and post outgoing mail.
  • Participates in and contributes to ad hoc special activities and assignments.
  • Composes responses to routine inquiries from other agencies and/or the general public.
  • Proofreads documents before final printing and mailing per request.
  • Develops and evaluates office procedures and technical filing and indexing systems.
  • Establishes and maintains cooperative, effective working relationships with coworkers, other District employees, and the general public using principles of good customer service.
  • Works both independently and within a collaborative team-oriented environment; contributes openly, respectfully disagrees, understands the ideas of others, and listens well.
  • Stays current on HIPAA and ensures confidentiality of personal health information, maintaining compliance as required by statute and ensuring confidentiality at all times.

Physical Demands & Working Conditions
  • Work is performed primarily indoors in an office environment, with minimal travel to attend meetings, conferences, seminars, etc.
  • Requires the ability to communicate with others orally, face to face, and by telephone. Requires manual and finger dexterity and hand-eye-arm coordination to write and to operate computers and a variety of general office equipment. Requires mobility to accomplish other desktop work, retrieve files, and to move to various District locations. Requires visual acuity to read computer screens, printed materials, and detailed information. Essential duties may involve occasional kneeling, squatting, crouching, stooping, crawling, standing, bending, climbing (to stack and store or retrieve supplies or office equipment).
  • May occasionally be required to work a varying schedule which may include evenings and weekends.
  • Requires the ability to alternatively sit and stand for sustained periods of time for customer service transactions.
  • Requires the ability to lift and/or carry objects and materials weighing up to fifty pounds.
  • Frequently required to perform work in confidence and under pressure for deadlines, and to maintain professional composure and tact, patience and courtesy at all times.
  • The environment is dynamic and constantly changing, resulting in continually re-evaluating and shifting priorities.
  • May be required to stay at or return to work during public health incidents and/or emergencies to perform duties specific to this classification, or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.

Education & Experience
High school graduate or equivalent and three years of secretarial experience. One year of college or business school may be substituted on a month-for-month basis for up to one year of the required experience. Type a minimum of 55 words per minute with accuracy.
Proficiency in Spanish is required.
Knowledge and Abilities:Knowledge of: General and specialized office practices and procedures and of secretarial techniques. Effective use of business English, grammar, punctuation and business arithmetic, the use and care of personal computers/terminals, related peripheral equipment and computer software.
Ability to: Establish and maintain effective working relationships with other employees, public and private officials and the general public. Understand and execute complex oral and written instructions. Apply good judgment and discretion in varied and often difficult situations. Effectively employ elements of good correspondence preparation. Type at 55 w.p.m. Operate various types of office equipment, calculator, personal computer/personal work processor, and multi-line telephone.
Licenses, Certificates & Other Requirements
  • Performance of job duties requires a reliable vehicle, valid Washington State driver's license and proof of appropriate auto insurance. The incumbent may choose to use a District fleet vehicle when available.
In addition to the monthly compensation listed on the announcement, a bilingual stipend of $120.00 per month will also be included.

Medical, Dental and Vision Coverage
For eligible full-time employees (40 hours per week):
  • The District currently pays from 85% to 100% of the premiums for medical coverage each month, depending on which plan the employee selects and the number of persons they choose to cover.
  • The District pays 100% of the dental premiums.
  • Employees with other coverage may elect to waive medical and/or dental coverage and instead receive a monthly deposit to a Health Reimbursement Account (HRA) for out-of-pocket medical, dental, and vision expenses; because HRAs carry over from year to year, they can provide tax-free savings for retirement health care costs.

Life and Disability Insurance
We also provide other benefits, such as a $48,000 term life insurance policy and a long-term disability policy. Employees may choose to purchase additional life and disability insurance. Employees may, at their option, purchase additional life or long-term disability insurance, dependent life insurance, accidental death and dismemberment insurance and, short-term disability coverage.
Retirement and Savings Plans
Eligible employees participate in the Public Employees Retirement System (PERS) a defined benefit retirement plan managed by the Washington State Department of Retirement Systems. The plan is funded by a combination of employer and employee contributions. In addition, we offer a choice of three 457 Deferred Compensation retirement plans that allow individuals to set aside a portion of their income for retirement on a tax-deferred basis. These plans are similar to 401-K plans offered by for-profit employers.
Paid Time Off
We offer generous paid time off, with "general leave" that begins with 18 days per year for eligible full-time employees and increases to 31 days per year after 25 years of service. "General leave" is used for vacation, personal appointments, minor illnesses, etc. For longer term illnesses, injury or pregnancy, we also provide 6 days of "extended leave" per year. In addition, we have 11 paid holidays per year, including the day after Thanksgiving and a personal floating holiday. We offer bereavement leave, all state and federally mandated leaves such as family medical leave, military leave, and other leave categories that help our employees manage significant life events.
