Job description

The Health Program Specialist (HPS) I performs a variety of analytical activities related to the Behavioral Health Services Act (BHSA). The BHSA provides funds to local governments for the provision of behavioral health services to assist with the treatment and prevention of mental illness and substance use disorders. The incumbent will be responsible for updating existing fiscal, program, and evaluation policy for the BHSA. This position would also be responsible for developing policies for new BHSA requirements and or processes necessary due to changes in statute or regulation, or based on findings identified through BHSA program oversight reviews.
This is position is eligible for telework. Please refer to the duty statement attached below and the "Working Conditions" section on this Job Control for additional information.

Working Conditions
Telework may be allowable at 100% based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections 14200 - 14203 for employees residing in California.
The Department of Health Care Services (DHCS), Community Support Division (CSD) is located in Sacramento, CA. However, CSD will consider qualified applicants throughout the State who are interested in this position. Should the incumbent need to report to an office, they will need to report, at their own expense, to DHCS/CSD headquarters located at 1501 Capitol Avenue, Sacramento, CA 95814.

The Community Services Division (CSD) is responsible for various behavioral health programs and services for adults, youth, and children. The CSD is charged with policy development, oversight, compliance, and monitoring of the Mental Health Services Act (MHSA), Short-Term Residential Therapeutic Programs (STRTP) and Children's Therapeutic Care Programs. Additionally, CSD administers several grants through the Substance Abuse Mental Health Services Administration (SAMHSA) including the Substance Abuse Block Grant (SABG), Community Mental Health Services Block Grant. CSD is also responsible for the State Targeted Response to the Opioid Crisis (Opioid STR) Grants and has funded the Medication Assisted Treatment (MAT) Expansion Project. The MAT Expansion Project consists of three primary components which include the California Hub and Spoke System (CA H&SS), increasing the availability and utilization of MAT statewide, and Tribal MAT Project. As part of grant oversight, CSD administers multiple contracts with counties and providers. Other programs CSD oversees are behavioral health prevention and family services and Proposition 64 youth SUD prevention funding.
