BENEFITS/COMPENSATION SPECIALIST
Summary of Responsibilities
Under the direction of the Human Resources Director, is responsible for the administration of all benefit and compensation plans.
Illustrative Examples of Work
1. Assists Human Resources Director in day to day operations of the Department.
2. Reviews and understands multiple Union/Bargaining contracts.
3. Administers the Group Health Insurance Plan. Acts as the department’s first line of contact for all benefits related questions and/or concerns from staff/retirees. Assists with all benefit claims issues and plan changes.
4. Conducts benefit orientation for staff, including training on the online enrollment process.
Distributes all benefit enrollment materials and determines eligibility.
5. Administers the open enrollment process and ensures the accuracy of all benefit enrollment in
MUNIS and the transition of data to the vendors. Determines eligibility and processes all life event changes to the vendors.
6. Coordinates all vendor services at the Employee and Family Wellness Center. Effectively tracks all utilization and expenses providing cost effectiveness, customer service, and ongoing service considerations.
7. Assists the Human Resources Director with the annual plan design modifications, coordinate vendor RFP and bidding processes.
8. Audits and processes payment of the monthly invoices for all Group Health Insurance Plan vendors and maintains statistical data relative to expenses, premiums, claims, stop loss, etc.
9. Creates, maintains, and updates job descriptions.
10. Conducts all job audits and makes recommendations to HR Director/Department Heads, ensuring County wide consistency of positions.
11. Maintains the Winnebago County EEOP, EEO4 and Affirmative Action plan.
12. Is cross trained as back up for the workers compensation program.
13. Maintains documents in personnel files and medical files.
14. Performs all duties in accordance with County policies and procedures.
15. Performs other duties as required or assigned.
16. Regular attendance is required, overtime as needed/scheduled.
Education and Experience
▪ Bachelor’s degree in Human Resources or related field of study is preferred.
▪ SHRM Certified Professional (SHRM-CP) credential or Certified Employee Benefits Specialist (CEBS) credential is preferred.
▪ A minimum of five years of experience working in Human Resources with a minimum of three years of benefit administration is required.

Job Type: Full-time
Pay: $60,000.00 - $65,000.00 per year
