Northwest Portland Area Indian Health Board:


The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or Board) in 1972. NPAIHB is a nonprofit tribal organization that serves the forty-three federally recognized tribes of Idaho, Oregon, and Washington on health-related issues. Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.


The vision of NPAIHB is health for the seventh generation and our mission is to eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest tribes in their delivery of culturally appropriate, high quality health programs and services. Job Summary:


Under the supervision of the Behavioral Health Programs Director the Senior Prevention Evaluator is responsible for developing and evaluating facets of the Indian Health Services' Behavioral Health grantees including: designing program evaluation plans, designing data collection tools, collecting and managing data, analyzing qualitative and quantitative data, and producing reports. The Senior Prevention Evaluator will: work with Washington Tribal Prevention System (WA TPS) and the Every Day is Ceremony (EDiC) projects, help with the development, evaluation and reporting requirements by providing training and technical assistance, and will assist with the dissemination of grant-related information. The Senior Prevention Evaluator will provide technical, analytical and specialized support to the Behavioral Health team on evaluation-related goals and objectives. This position requires consistent and respectful communication and collaboration with federal funders, Northwest tribes, and Washington Health Care Authority and other organizational partners.


Essential Functions

  • Develop and provide comprehensive, real-time resources, and support WA TPS and EDiC pilot sites as they enhance research capacity.
  • Identify effective strategies and approaches for supporting WA TPS and EDiC pilot sites as they develop and conduct NIH related research and data improvement projects.
  • Identify and implement activities, including coordination across the pilot site programs, that will maximize investments and facilitate long-term sustainability of research and data gains made by WA TPS and EDiC pilot sites.
  • Identify opportunities to scale effective strategies and foster similar gains across AI/AN communities, specifically Oregon and Idaho.
  • Provide cross-site training and technical assistance to tribal pilot sites in the Portland Area
  • Work with WA TPS and EDiC pilot sites in conducting a needs assessment including the assessment of research and data use, and management capacity baseline across the five tribes
  • Participant in the collaboration of Community of Practice sessions.
  • Support in the development and annual review of community-based researcher training plans.
  • Help pilot sites for both the WA TPS and EDiC programs to comply with evaluation and reporting requirements by providing training and technical assistance to NW Tribes on: program evaluation, data collection, managing data, analyzing qualitative and quantitative data, and producing project reports.
  • Assist NW Tribes with the design and utilization of data collection tools.
  • Assist NW Tribes with required project reports.
  • Serve as the primary contact for all national evaluation efforts between the project and participating NW tribes.
  • Support other Behavioral Health team evaluation plans/tasks, upon request.

Reporting Functions

  • Assists supervisors with the coordination and preparation of all required project reports.
  • Submit activities electronically (eMAR) on a weekly or monthly basis, and pull Monthly Activity Report (MARs) at the end of each month.
  • Maintain project files and records.

Other duties

  • Collaborate with other NPAIHB programs to meet related goals and objectives.
  • Perform other duties as assigned by the Executive Director, Deputy Director, Behavioral Health team.

Qualifications:

  • Master's level degree in a Behavioral Health-related field required.
  • 3 years of experience working in Behavioral Health-related field, preferred.
  • 2 years of experience in program evaluation, analysis and biostatistics.
  • 4 years of experience working with tribal communities or for a tribal organization, NW Tribes experience preferred.
  • Experience in project coordination and project planning.
  • Experience preparing written reports is required.
  • Must have the ability to make professional oral presentations in settings at the national level, regional level and community level, as well as in tribal settings.
  • Understand the concepts of data statistical software.
  • Advanced user in Microsoft Office package. (Access, Excel, Word, Publisher, PowerPoint).
  • Excellent writing skills.
  • Exhibit excellent communication skills.
  • Must be highly organized and motivated, and be able manage complex projects and carry out all responsibilities of the job requirements with minimal day-to-day supervision.
  • Must be sensitive to cross-cultural differences, and able to work effectively within their context.
  • Able to operate a motor vehicle and have a valid State driver's license.
  • Must be able to travel, as requested.

Physical Demands:

Often requires walking or moving about to accomplish tasks. Occasionally requires standing and/or sitting for sustained periods of time. Occasionally requires ascending or

descending stairs or ramps using feet and legs and/or hand and arms. Occasionally requires stooping which entails the use of the lower extremities and back muscles. Infrequently requires crouching.


Typical Environmental Conditions: The worker is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.


Travel Requirements: Travel outside of Portland is occasionally required. Overnight travel outside of the area is infrequently required.
