Description
GENERAL PURPOSE: Supervises line duty Captains in delivering emergency services, staff and project work, and other fire department operations. Functions as Incident Commander, Sector Officer or Incident Safety Officer during emergency incidents involving multiple companies. Assists with developing departmental policies and procedures and manages major projects and programs (EMS, Training, & Special Operations Teams). Ensure a continual and high level of emergency response readiness; coordinate or provide all minimum required training for suppression personnel according to NFPA mandates and ISO guidelines for structural firefighting skills, wildland firefighting skills, and Emergency Medical Services certification requirements; collaborate with other Battalion Chiefs to initiate regular single and multi-company drills; conduct and critique classes. Oversee programs as assigned.
IMPORTANT: This is a 40 hour per week position that will manage the City's EMS/Ambulance Operation (City recently acquired CON for ambulance service). Position will remain open until filled with a first review date of December 27th.
Essential Duties and Responsibilities
PRIMARYDUTIES AND RESPONSIBILITIES:

  • Responds as dispatched within the City of Casa Grande and on mutual aid assignments.
  • Ensures City staffing levels and all assigned personnel, apparatus, and equipment are ready for duty.
  • Ensures that all assigned personnel carry out their duties in a safe and timely manner.
  • Instructs personnel in classroom and field locations.
  • Evaluates and reviews performance records to assess training needs; responsible for the development of subordinate personnel.
  • Assists with development and implementation of department training policies and procedures to assure performance standards and quality assurance.
  • Participates as part of management in review and recommendation for development of operational practices.
  • Maintains competency in current operational procedures and keeps abreast of current trends in training techniques and methods.
  • Prioritizes and coordinates repair requests of operational apparatus, equipment, and facilities.
  • Supervises assigned operational personnel in their duties; evaluates employee performance.
  • Coordinates, manages, and may assumes command of all types of emergency scene operations using established Incident Command System procedures.
  • Monitors and observes department activities and personnel to ensure conduct and performance conform with department standards, policies, and procedures.
  • Prepares a variety of reports and records, including but not limited to attendance, personnel evaluations, supply requisitions, incident reports, training reports, etc.
  • Operates radio and other communications equipment.
  • Develops budget information, as assigned.
  • Assists in developing plans for special assignments such as emergency preparedness, training programs, firefighting, hazardous materials, and EMS activities.
  • Coordinates activities and exchanges information with other supervisors and officers.
  • Participates in fire drills, attends classes in firefighting, emergency medical, hazardous materials, and related subjects.
  • Maintains required certifications in suppression and EMS.
  • Meets department continuing education requirements.
  • Maintains positive working relationship with the public and other department members.
  • Completes special projects as assigned.
  • Provides program management in the areas of training, special operations and EMS as assigned.
  • Performs other similar duties as assigned.
When assigned to EMS & Ambulance Transportation Division:
  • Ensures compliance with quality assurance of patient care reports and medical billing, and all applicable laws, rules, regulations, codes and standards.
  • Manages ambulance transportation contracts and intergovernmental agreements.
  • Serves as liaison with external stakeholders (private ambulance providers, agency partners, hospitals and ADHS).
  • Manages assigned budget(s); oversees revenue collection and reimbursement programs.
  • Collects, compiles, and submits all required documentation for CON renewal.

SUPERVISION EXERCISED: Fire Captains and other personnel as assigned.
Minimum Requirements
Education and Experience:
Bachelor's degree in Fire Science, Public Administration, or related field and five (5) years full time supervisory/managerial level fire suppression and emergency management work; OR an equivalent combination of education and experience.
Special Requirements:
  • Haz-Mat Operations.
  • Leadership I, II & III or equivalent.
  • Fire Officer I or equivalent.
  • Arizona Fire Fighter I & II Certified.
  • Certification of EMT as minimum.
  • Valid Arizona Drivers License.
When assigned to EMS & Ambulance Transportation Division:
  • Paramedic certification and five (5) years Paramedic experience.
  • NAAC Certified Ambulance Compliance Officer within 12 months of hire.

Supplemental Information
Necessary Knowledge and Skills:
  • Knowledge of fire suppression principles, methods, techniques, and practices.
  • Knowledge of principles, methods, techniques, and practices of hazardous material control/clean-up.
  • Knowledge of first aid, CPR, and other basic emergency medical care techniques and methods.
  • Knowledge of the streets, addresses, and locations throughout the City and local area and area geography and water systems and the location of hydrants or other water sources.
  • Knowledge of the use and purpose of a variety of specialized equipment/tools/apparatus used in fire suppression, rescue, emergency medical assistance, hazardous materials, and tactical rescues.
  • Knowledge of supervisory methods and techniques.
  • Skill in motivating, communicating with, and instructing/training others, using both technical and non-technical language to explain complex subjects and processes.
  • Skill in operating fire apparatus and pumps, and in fire suppression techniques.
  • Skill in applying basic emergency medical assistance, including CPR and first aid.
  • Skill in the safe and proper operation of equipment and tools.
  • Skill in remaining calm under adverse conditions, and making sound judgments concerning life and property under pressure.
  • Skill in writing legal documentation of incidents and responding to questions before legal counsel.
  • Skill in supervising, evaluating, training, and motivating employees.
  • Skill in written communications for administrative and technical purposes.
  • Skill in oral communication in one-on-one and group situations.
  • Skill in utilizing public relations techniques in responding to inquiries and complaints.
  • Skill in establishing and maintaining effective working relationships with State, Federal, and other local fire and emergency management officials, elected officials, subordinate staff, and City residents.
When assigned to EMS & Ambulance Transportation Division:
  • Knowledge of regulatory requirements and protocols for ambulance operations.
  • Knowledge of medical billing procedures, revenue cycle management, and patient care reporting and record management systems operations.
  • Skill in managing ambulance operation.

Physical, Mental and Environmental Demands:
Work is performed outdoors and indoors at emergency incident sites, and in fire station facilities.

HEALTH, DENTAL AND VISION INSURANCE: The first of the month following 30 days of employment, employees are eligible for insurance coverage. The cost of employee health, vision and dental insurance is paid by the City. Employees may cover eligible dependents with the City paying one-half of the expense and the employee paying one-half.
LIFE INSURANCE: The city covers the cost of employee life insurance coverage. Employees earning more than $20,000 per year have a life insurance benefit of 50% of their annual salary .The basic employee life insurance benefit for employees earning less than $20,000 per year is $10,000.
SUPPLEMENTAL INSURANCE: The City allows several types of supplemental insurance offered by companies to employees through payroll deduction. The City does not endorse these products, which include supplemental life, accident, short-term disability, cancer, intensive care, legal services and identity theft.
WORKER'S COMPENSATION INSURANCE: All City employees are covered for on-the-job injuries through worker's compensation insurance. Premiums for this coverage is paid by the City and are based on payroll.
COMMUTING INSURANCE: Employees are automatically covered when traveling to and from work in the event of catastrophic injuries resulting from an accident.
RETIREMENT PLANS: City employees are assisted in planning for retirement in several ways. All employees, except firefighters, contribute a mandated percentage of their gross wages to the Social Security System and a Medicare tax, which is also matched by the City. In addition, all regular City employees are enrolled in a retirement plan, Public Safety Retirement for police officers and firefighters, and the Arizona State Retirement System for all others. The employee and City contribution rates are as follows:

457 DEFERRED COMPENSATION PLAN: The City also offers a voluntary 457 Deferred Compensation Plan through ICMA Retirement Corporation. The City does not match employee contributions.
SHEAKLEY FLEXIBLE BENEFITS: Qualified expenses, such as dependent insurance premiums, dependent care and health care expenses can be deducted directly from your paycheck and claimed for reimbursement when used. These deductions are taken before taxes, reducing your taxable income.
EMPLOYEE ASSISTANCE PROGRAM: The Employee Assistance Program (EAP) provides free, confidential counseling to employees and their immediate family members.
LONG-TERM DISABILITY PROGRAM: Employees enrolled in the Arizona State Retirement System pay premiums to be covered by the System's Long-Term Disability Program (LTD). Benefits are provided to qualified members who are unable to work due to a disability after six months.
HOLIDAYS: The City of Casa Grande observes ten holidays each year, including one floating holiday.
PAID TIME OFF: All regular, full-time and eligible part-time employees will accrue/earn Paid Time Off (PTO) beginning on the employee's first day of employment with the City. Employees are eligible to utilize accrued/earned PTO immediately. There is an annual graduated accrual schedule, capping at 12 years. Regular part-time employees who work less than full-time but more than 1040 hours per year shall accrue PTO at a rate of 3.077 hours per pay period worked.
FAMILY DEATH LEAVE: The City has a policy, which allows time away from work in the event of the death of a family member as defined by our Personnel Policy.
MILITARY LEAVE: The City grants military leave in accordance with the provisions of State law.
JURY LEAVE: Employees required to serve as a juror shall be entitled to leave according to the provisions of the Personnel Policy.
FAMILY AND MEDICAL LEAVE ACT (FMLA): Eligible employees are granted up to 12 workweeks of unpaid leave during a 12-month period according to the law.
PAYROLL DIRECT DEPOSIT: Employees may have their paychecks deposited directly into checking or savings accounts at their bank through the direct payroll deposit plan offered by the City.
CREDIT UNIONS: City employees may participate in credit union membership through payroll deduction. Local credit unions have payroll deduction slots and employees may make savings or checking account deposits or have loan payments deducted through payroll deduction authorization.
SCHOOL INVOLVEMENT PROGRAM: Each month, employees may request and take two hours off with pay to volunteer their time in classrooms or at other qualified school programs. Employees do not need to have children in school to participate in this volunteer program. A School Involvement Program form must be filled out by the employee and signed by a teacher or administrator from the school in which the volunteer activity took place.
