GENERAL DESCRIPTION:
The purpose of this position is to act as a senior project manager for the GIS/ITS Program, The position will act as the geospatial development supervisor/lead, and senior geospatial analyst for all geographic information systems projects at WYDOT.

- Coordinates and manages agency projects and long and short-range planning.
- Coordinates and evaluates project recommendations from Agency Executive Management.
- Formulates plans for system improvement.
- Participates in the Division management team in making decisions that affect the Division as a whole.
- Interprets state and federal statutes.
- Makes planning decisions about what projects are recommended to be funded.
- Facilitates and/or represents the agency on committees.
- Compiles data conducts analysis and evaluation of data, and prepares reports, providing operation information for use in the evaluation of the effectiveness of the project/program.
- Meets with and reviews the work of consultants or others preparing studies for planning or evaluation of resource utilization.
- Provides technical assistance and guidance.
- Manages or assists in the management of grants/contracts; including selection, negotiation, contracting, and payment of consultants.
- Develops project schedules; develops scope and testing plans for system upgrades.
- Defines user roles, and advises and guides system users and managers in system use and problem resolution.
- Meet with users to determine project scope and objectives for significant projects
- Develop and manage project plans, concepts of operation, schedules, timelines, and resource commitments for GIS projects.
- Monitor and evaluate the project process to include deliverables and milestones.
- Work with project team members to overcome obstacles and arrive at workable solutions.
- Design, maintain, and perform QA/QC and support numerous geospatial systems using scripting languages such as Python, javascript, geodatabases, and off-the-shelf software.
- Support many WYDOT programs in their collection and maintenance of geospatial data.
- Support the workflow management process and create event editors for various WYDOT Programs to allow them to use ESRI's Roads and Highways.
- Perform advanced geospatial qualitative and quantitative analysis techniques to develop visual representations of geospatial information.
- Provide expert advice, train employees and perform preventative maintenance as necessary to ensure critical (24x365) systems are highly available, redundant, and resilient.
Manage the GIS licenses for WYDOT and ensure compliance with software agreements.
Motivate, assign tasks, review expenditures, review timecards, and Attend relevant transportation conferences to learn about best practices and to present about WYDOT initiatives and programs that promote roadway safety and improve mobility.
Conduct performance reviews, set schedules, set goals for the year and individual projects, perform project reviews, keep track of employee certifications, and contribute to the budget process.
PREFERENCES:
Preference may be given for:
Master's degree in computer science, geography, engineering, or related field
5 years of project management experience
Certifications from accredited GIS institutions
Certification as GISP
Experience with linear referencing systems and dynamic segmentation
Experience with ESRI products:

KNOWLEDGE:
Knowledge of business and management principles involved in project planning and resource allocation.

Knowledge of the industry to understand and grasp issues pertaining to that division as they arise.

- Qualifying eligibility and criteria for the hiring bonus:

- Employees would only be eligible for one (1) hiring bonus in a 12-month period.
- If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
