GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a Mailing Technician for the Office Services program in Cheyenne, Wyoming. This position assists with posting approximately 1,000 outgoing pieces of mail per day and processes as many incoming pieces. This position also assists with routing mail to 55 WYDOT locations and 15 Driver Services field offices, driving mail routes to nine agencies daily and 21 WYDOT sections on campus, in addition to walking routes to 35 additional sections.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Early mail pick-up from USPS and sign for all accountable mail.
  • Sort mail and send it to self-determined departments.
  • Deliver mail to WYDOT departments and state agencies.
  • Load and unload mail and mainframe reports into state vehicles in an organized manner.
  • Drive state vehicles; fuel, clean, and track maintenance of the vehicle.
  • Drive or walk to routes while keeping to a strict schedule.
  • Sort and ship road plans according to district and contractor.
  • Perform large job processing of time-sensitive documents.
  • Operate and maintain high-capacity postage equipment.
  • Operate and maintain tabbing, folding, and printing equipment.
  • Operate and maintain high-speed multi-page inserter.
  • Process presort jobs, print addresses, label bundling, package, and manipulate presort software to obtain the best USPS rate.
  • Transact online Internet postage software to assure the best postage rate.
  • Package and ship all sizes of WYDOT materials with deadlines using all carriers.
  • Assist WYDOT employees and other customers with work functions as needed.
  • Maintain all equipment, keep the work area clean, and assist the mail supervisor.


PREFERENCES/**AGENCY REQUIREMENTS:
Preference may be given to applicants who have experience processing mail, including but not limited to sorting, handling, and delivering.
**Agency requires a valid Class C driver's license.
KNOWLEDGE:
  • Knowledge of all mail classes, weights, fees, insurance, and services offered by UPS.
  • Knowledge of how to operate computers, mailing machines, and UPS machines.
  • Knowledge of basic math.
  • Knowledge of reading, alphabetizing, sorting, and filing.
  • Knowledge of bulk mail requirements.
  • Ability to communicate effectively with customers and co-workers. Maintain a good working relationship with the staff.


MINIMUM QUALIFICATIONS:
Education:
High School Diploma
Experience:
0-1 year of progressive work experience (typically in Business)
OR
Education & Experience Substitution:
1-2 years of progressive work experience (typically in Business)
Certificates, Licenses, Registrations:
None

PHYSICAL WORKING CONDITIONS:
  • Must be able to lift 50 pounds and withstand weather extremes.
  • Maintain a good working relationship with staff.
  • Required to handle time-sensitive mail, constant exposure to elements, driving delivery vehicles, and operation of large and complex equipment.
  • Ability to stand for long periods of time


NOTES:
  • **Qualifying eligibility and criteria for the hiring bonus
    • Temporary employees accepting a full time permanent position.
    • Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
    • One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
    • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
    • Employees would only be eligible for one (1) hiring bonus in a 12 month period.
    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
