The Aviation Safety Specialist will be responsible for the development, implementation and continual improvement of effective Safety Management Systems within TC Energy's Aviation Department. The incumbent will provide technical expertise to influence the design and delivery of safety programs to mitigate significant health and safety risks related to company activities and projects and make recommendations to the Projects leadership team regarding the effectiveness of safety strategies, programs, policies and procedures.
What you’ll do
- Lead and participate in the development and roll out of occupational health and safety programs, ISBAO implementation and management, policies, processes and procedures, including the ability to revise and create these documents as necessary.
- Collaborates with internal and external stakeholders, ensures effective processes are in place and provides safety expertise to help facilitate business processes and decisions.
- Plans, implements and administers complex safety sub programs and/or projects (e.g. Occupational Health & Safety Standard, TC Energy Standards, Specifications. etc.)
- Assesses the potential impact beyond TC Energy when making decisions and recommendations as it relates to safety.
- Lead annual internal base audits.
- Manage external audits on all aviation vendors including conventional aircraft and drone operators.
- Emergency Response Lead for the aviation team
- Keen awareness of emerging regulatory changes, industry trends and issues;
- Actively participates in the development of strategies to affect corporate values and organizational change.
- Develop safety management plans, review site-specific safety plans, and participate in project and program meetings.
- Identifies and assesses the safety and health risks associated with execution of projects.
- Work closely with aviation base safety managers, UAV manager, and all other employees and managers to impart the knowledge and skills necessary to recognize process and occupational safety hazards.
- Provide direct support to multiple Base Managers concerning conventional aircraft and UAV/drone operations on an ongoing basis as assigned.
- Leads and participates in incident or accident investigations and audits.
- Identifying safety documentation and records to meet regulatory requirements, as well as to provide data for problem solving and decision making.
- Liaises with aviation and UAV industry associations and other external stakeholders to ensure TC Energy's business needs are understood and met.
- Manages numerous complex safety initiatives simultaneously with tight and conflicting deadlines.
- Provides safety support for Emergency Management situations.
- Coaches and Mentors peers and leadership related to health and safety.
- Other tasks as required.
Minimum Qualifications
- High School Diploma/G.E.D. equivalent
- Minimum of 6 years of safety related experience in the oil and gas industry
- Experience developing, implementing, and overseeing health and safety programs is required
- Strong technical expertise related to safety (hazard identification, incident investigations, root cause analysis, emergency preparedness and response, etc.)
- High level analytical ability and strategic thinking required to gather and evaluate complex information obtained from a variety of sources and to formulate recommendations
- Previous experience and/or the ability to lead and conduct audits and investigations
- Proven ability to interact at all levels of the organization and across the lines of businesses
- Effective communication, technical writing and public speaking skills are essential
- Previous project management experience will be seen as an asset
- Completed various safety training (e.g. Aviation SMS, Hazard Assessment, Incident Investigation, Auditing, Inspecting, recognized Occupational Health and Safety post-secondary modules, etc.)
Preferred Qualifications
- Bachelor's Degree in Occupational Health & Safety with an emphasis in Aviation SMS
- Certification or accreditation as a Certified Safety Professional (CSP)
- Comprehensive knowledge of incident investigations and audits
- Demonstrated ability to develop and conduct presentations for a variety of audiences
- Leadership skills to act as a role model, promoting a positive influence on the work of others through demonstration of technical expertise and effective interpersonal skills
- Knowledge of FAA, Transport Canada and AFAC regulatory requirements
- Proficiency in computer applications
- Knowledge in Aviation Safety, SMS and ISBAO or similar Aviation Safety management systems
- Successfully complete pre-employment screening
- Have current, valid authorization to work in Canada, Mexica and U.S.
- Have current, valid authorization to travel internationally (including but not limited to Canada, US and Mexico)
