GROUP OVERVIEW:
In 2014, after nearly a decade of successful work in and around airports, Q&D announced its Aviation Group. Q&D’s airport introduction began with a restroom remodel and the construction of a sidewalk canopy structure at the Reno-Tahoe International Airport (RTIA) resulting in a longstanding relationship. Due to the events on 9/11 the RTIA was forced to make significant modifications to its security protocols. Understanding the complexity and high profile of the upcoming challenge, the RTIA choose to rely on their relationship with Q&D. Q&D was selected as the Construction Manager at Risk (CMAR) for the In-Line Explosive Detection and Screening Project, later to be named the Airport Baggage Check-In Project or ABC Project. It was during this multi-year project that Q&D was able to acquire the necessary knowledge and experience that has allowed us to continue to perform work in airports across the country. It was also this project that allowed us to establish relationships with many of the airport’s tenants / stakeholders. The stakeholders consisted of airlines, rental car providers and concessionaires. Standing out among the many stakeholders were Southwest Airlines, United Airlines, Paradies and SSP. Over the years, because of the relationships established and the experience gained, Q&D has performed work in over 100 airports in nearly every state in the Union. SUMMARY of RESPONSIBILITIES:
The Preconstruction Manager / Estimator’s (Pre Con Manager) primary responsibility is to map out all of the human and material resources needed for the projects development and use these predictions to determine the projected cost of each project.
The Pre Con Manager will determine all costs associated with the project by evaluating all project documents. They will also factor items like personnel expenses, time to complete, material and equipment expenses into the overall cost of the project. In addition to developing cost estimates, the Preconstruction Manager will also lead the bidding process, developing and turning over to the project team their bid strategy.
The Pre Con Manager may be responsible for overseeing several projects at once. Typical job duties will include evaluating the construction site, developing an itemized expense lists based on personnel and materials needed, and collaborating with project designers and owners to explain cost findings. Another job duty will be to perform calculations and research to develop ways to reduce (Value Engineer) overall project costs. The Pre Con Manager will also be tasked with fostering relationships with subcontractors and vendors in order to establish early pricing for products or services. They will also participate in the request for proposal (RFP) process. The Pre Con Manager is responsible for complete and accurate budgets and estimates. Realizing that construction costs are continually changing along with project design, instead of updating budgets and estimates at defined milestones, we will make continual updates.
The Pre Con Manager may be called upon to assist with disputes arising from subcontractor or vendor’s scope of work misunderstandings. It is of great importance that the proper documentation of conversations, meetings and other events that may have occurred leading up to the subcontractor or vendor’s final proposal was submitted be made available in order to resolve any conflict.
REQUIRED DUTIES, TASKS & SKILLS:
The Pre Con Manager’s duties and tasks include strict adherence to financial constraints without compromising Q&D’s service, integrity or quality. They must obtain all relevant project documentation, advise on the foreseeable costs of each project and secure favorable pricing on all resources as well as monitor trends in the industry to determine whether the estimates are reasonable and competitive. Above all, the Pre Con Manager must treat each airport owner fairly, with great respect and cultivate a relationship built on trust.
PROJECT PLANNING:
Manage the preconstruction team successfully and collaboratively
Determine Owner needs and expectations
Become familiar with local construction laws and regulations
Become familiar with airport’s badging requirements
Become familiar with Airport’s Security Requirements (ASP)
Visit job site to review existing conditions
Build subcontractor and vendor pool for each project
Develop preconstruction schedule and monitor progress
Manage billings and cost procedures during preconstruction
Collect, electronically file and distribute all project documents
Fully review drawings & specifications
Organize and lead estimating effort
Prepare take-off and budgets
Outline work plan to gauge how much time will be needed to complete each task
Develop bid scope for trade packages
Work with subcontractors and vendors to assure scope coverage
Identify cost saving methods and concepts (value engineer)
Draft thorough proposals that detail scope inclusions, exclusions and assumptions
Provide clear, accurate, timely communications and documentation
Conduct team meetings, owner/architect meetings, and budget reviews
Assist in preparation of project schedule
Initiate and lead constructability reviews at each design milestone
Plan site logistics and phasing with input from project team
Continually update project estimate…not just at milestones
Perform risk assessments to predict potential deviations from the project plan (backup plan / plan B / contingency plan)
Develop Procurement Plan
PROJECT EXECUTION:
Execute effective pre-construction turnover to project team
Assist in preparation of complete subcontractor Scope of Work
Review all subcontracts and purchase orders
Assist with project buy-out
PROJECT CLOSEOUT:
Assist the project team with closeout of the project
Assist with development of training schedule
Assist with development commissioning schedule
Assist with creation of O & M manuals
Ensure contract completion criteria have been met
Archive project documents
Establish positive relationships with the client, the design team, the project team, subcontractors, trade unions, governmental agencies
Enhance group and organization reputation by accepting ownership for accomplishing new and different requests and exploring opportunities to add value to job accomplishments
EDUCATION, QUALIFICATION & EXPERIENCE
Qualification in project management is highly advantageous
Demonstrable experience as a construction estimator
Exceptional quantitative skills
Outstanding research and proposal writing skills
Ability to negotiate with seasoned trades personnel
Dependable, conscientious, and well-spoken
Knowledge of construction management techniques and tools
Proven experience in people management
Proven experience in risk management
