System Studies & Simulation, Inc (S³ Inc.) is a woman owned small business founded in 1991, headquartered in Huntsville, AL, that provides technical, programmatic, and logistics services to US Department of Defense, other US Government Agencies, and Partner Nation militaries, co-located with Government requirements.
S³ has 3 wholly owned subsidiaries: KBFS- provides aviation pilot training, heavy lift, aircraft maintenance, and related aircraft services to Government and commercial requirements IAW multiple FAA certifications; S3I- OCONUS FMS technical services, maintenance, and aviation platform training; and, GLSS- SCA/CBA contract aviation maintenance.
S3 Inc. is currently seeking an Aviation Business Development and Program Manager to provide BD and PM support to our Daleville, AL operations, including Ft. Novosel.
Description:
The Aviation Business Development and Program Managerperforms duties as the primary S3 business representative to the Fort Novosel community. Interacts on a social and professional level with the Army Aviation senior leadership to establish relationships and networks which enable pursuit and capture efforts and refines and implements S3's aviation support strategy, initially across the Army's Aviation enterprise, evolving to support to other service components.
Responsibilities:
• Prepare pursuit and capture plans to identify potential but related efforts associated with identified customers and other potential customers in this field and prepare capture plans IAW S3 policy.
• Construct Bid and Proposal estimates to gain support resources and engage with current and future potential customers in this field and others as opportunities are identified.
• Present corporate briefings to current and future potential customers, attend Industry Days, social events, and professional sessions to identify potential opportunities, and respond to Sources Sought, RFIs, and RFPs.
• Implement and manage all aspects of the contracts within the Ft Novosel portfolio in accordance with contract documents. This includes developing and documenting plans to ensure all requirements are met. Within these plans, meaningful and measureable metrics are to be established which facilitate measurement of progress toward meeting requirements.
• Plan and identify required labor resources to meet requirements. Recruit, hire and retain needed labor resources.
• Monitor all costs and schedules associated with implementing tasks and projects within the scope of the contract and make any necessary changes to maintain the project on schedule and within budget.
• Serve as the liaison with contracting officers to maintain project communication.
• Provide site management and oversight of the S3 facility in Daleville, AL
Qualifications:
• Retired Senior Officer, Warrant Officer, or Non-Commissioned Officer with prior experience serving in senior aviation leadership positions at Fort Novosel, the Pentagon, or within PEO Aviation.
• Bachelor's Degree is required; a Master's Degree is preferred.
• A minimum of 15 years of management experience with at least 15 years of related experience in Army Aviation.
• Experience working at echelons above Brigade level in support of Army aviation leadership concerning resource allocations and POM development.
• Experience working at all levels of DoD programs.
• The ability to work independently to engage with senior military and defense leaders in order to identify future business opportunities for pursuit and capture.
• Strong verbal and communication skills to include interfacing with Senior Executive Government personnel to include flag officers.
• Demonstrated ability to develop and successfully implement strategies related to organization, problem identification and solutions, and development of business opportunities.
• Secret Security Clearance.
