Summary

The incumbent serves as an Auditor in the Quality Integrity Group (QIG). QIG is responsible for conducting internal investigations of OIG personnel and conducting internal quality control reviews, and vulnerability assessments of audit, investigative, inspection, and administrative activities.

Duties
The Inspector General for the Department of Education (Department) heads an independent and objective organization responsible for audit, investigation, and other services related to programs and operations of the Department. The Inspector General provides leadership and coordination and recommends policies for activities designed to promote economy, efficiency, and effectiveness in the administration of programs and operations, as well as to prevent and detect fraud and abuse in such programs and operations. The Inspector General is the principal advisor to the Secretary of Education on the above matters and is responsible for keeping the Secretary and Congress fully and currently informed about problems and deficiencies relating to the administration of the Department's programs and operations and the necessity for and progress of corrective action.
The Office of the Inspector General (OIG) consists of the following six components:
  • Immediate Office of the Inspector General
  • Investigation Services
  • Audit Services
  • Management Services
  • Technology Services
  • Legal Services/Counsel to the Inspector General

The incumbent serves as an Auditor in QIG within the Immediate Office of Inspector General. The Auditor plans, conducts and reports the results of targeted and nationwide internal audits, quality assurance reviews, vulnerability assessments and risk assessments of the OIG's most critical functions and activities. The incumbent will be responsible for the following duties:
Independently plan and conduct quality assurance reviews of audits, inspections, investigations, and administrative functions to assess compliance with laws, regulations, and professional standards.
Independently plan and conduct assessments of the OIG systems of internal control to determine whether they are operative and sufficient to ensure objectives are met and government resources are efficiently and effectively managed and safeguarded.
Prepare complete and comprehensive oral and/or written reports for managers and senior leadership that clearly articulates project objectives, conclusions, and findings, including cause and effect of noted deficiencies or best practices.
Determine the cause and effect of noted deficiencies; develop recommendations for improving OIG policies and procedures; develop creative solutions to unique and systemic problems and monitor implementation of the solutions; and facilitate activities related to the OIG's enterprise risk management programs.
Develop and guide competent teams for nationwide quality assurance reviews, allocating staff and other resources to the accomplishment of the project objectives.

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high-speed internet and cell phone service meeting current Agency policy from the approved work location.

Qualifications
BASIC REQUIREMENTS:
**YOU MUST PROVIDE SUPPORTING DOCUMENTATION FOR THE BELOW IN YOUR APPLICATION**
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
In addition to meeting the Basic Requirement above, the incumbent must also meet the minimum qualification requirement below:
You may meet the minimum qualifications for the GS-14 if you possess:
One year of specialized experience equivalent to at least the next lower grade level (GS-13) in federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position (see description below).
Specialized Experience for the GS-14:
One year of specialized experience in either federal or non-federal service that is equivalent to at least a GS-13 performing the three (3) following duties or work assignments:
  1. Applying knowledge of accounting as well as audit standards, techniques, theories, concepts, and practices; designing methodologies to evaluate complex programs, functions, and operations; and making recommendations to improve compliance, efficiency, and/or effectiveness of operations.
  2. Writing clear and accurate reports and providing oral presentations to communicate objectives, conclusions, findings, and recommendations.
  3. Developing and lead high performing and motivated teams.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).   1. Knowledge of accounting and mastery of auditing and in auditing and evaluating techniques, theories, concepts and practices.
  2. Ability to understand, interpret, apply, and assess the application of professional standards, laws, and regulations.
  3. Ability to design methodologies to evaluate complex programs, functions, and operations.
  4. Strong oral and written communication skills, including ability to write clear and accurate reports and skill in dealing tactfully and diplomatically with officials at various organizational levels.
  5. Ability to effectively and independently analyze and communicate sound and authoritative recommendations on highly complex and sensitive issues or policies.
  6. Ability to develop and lead high performing, motivated teams.
  7. Ability to make sound technical and administrative judgments under pressure to meet challenging deadlines.
