Job Summary

This position is located at Central Office in St. Paul, Minnesota. This position will have the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to complete a telework agreement. The incumbent may be expected to work in the office on occasion.
Responsibilities include:
Supervising the Highway This position serves as the Office of Audit's Highway Construction Audit & Investigations Supervisor, responsible for audits and investigations of highway construction projects and highway construction operations accounting and engineering data.
The position supervises, guides andreviews the work of other advanced-level auditors to ensure financial records and reports conform to auditing standards, engineering specifications and comply with state and federal laws.

  • Planning, developing and executing the internal audit program.
  • Reviewing and approving completed audits for compliance.
  • Reporting the results of audit activities to management.
  • Providing independent advice to management on issues and operations that present risk to the organization.

In-state travel is required up to 25% of the time; this includes some overnight travel.

Qualifications
Minimum Qualifications
Three years of professional supervisory experience OR four years of advanced professional auditing experience that demonstrates:
(*NOTE: A Bachelor's or Master's degree in Accounting, Finance or Business (with an accounting concentration) substitutes for six months of advanced professional experience)
  • Experience supervising, conducting or responding to financial audits, performance audits, quality reviews, and/or risk assessments.
  • Experience applying generally accepted accounting principles (GAAP), operational auditing concepts and/or compliance with auditing principles.
  • Experience analyzing financial data and legal compliance requirements, including laws, federal regulations, and state rules, policies, and procedures.

Preferred Qualifications
  • Accreditation as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Construction Auditor (CCA), or Certified Fraud Examiner (CFE).
  • Knowledge of generally accepted government auditing standards (Yellow Book) and/or the Standards for Internal Control in the Federal Government (Green Book).
  • Knowledge of highway construction engineering specifications and auditing engineering data associated with highway construction projects.
  • Knowledge of or experience with a DOT and/or the Code of Federal Regulations applicable to DOT's.
