Job Opportunity: Audiovisual Production Specialist/Videographer

Position: Audiovisual Production Specialist/Videographer

Grade: IC 12

Series: 1071/1060

Clearance Requirements: Public Trust

This position is in FEMA’s Office of External Affairs’ Communications Division Visual Imagery Team within the Creative Branch. The incumbent is responsible for providing professional video production and photography support toward the successful accomplishment of the office's goals and objectives, as it relates to all FEMA missions and designations. This position requires the capturing and producing of video and photo content before, during and after a disaster that can be used to support external affairs mission to inform and educate the public and other stakeholders.

Specific responsibilities include:

  • Provide visual imaging support for use by FEMA, other agencies, news media organizations, academia and the general public to communicate disaster impacts, response and recovery actions, agency programs, taxpayer investments and lessons learned.
  • Capture video and photos before, during and after a disaster to document the agency’s mission and ensure content that can be used in visual imagery products to inform and educate the public and other stakeholders.
  • Edit and produce videos that promote and explain agency initiatives and programs to inform and educate the public and other stakeholders.
  • Develop content that helps foster a culture of preparedness and explains FEMA disaster programs and available federal aid before, during, and after a disaster.
  • Assist Visual Imagery lead with collecting disaster imagery from Visual Imagery Specialists, regional offices, program offices and headquarters to ensure it is routed, approved and posted for public release.
  • Provide support to the Broadcast Studio Operations to support and facilitate media interviews with national and local media and other video records as needed.
  • Coordinate with Visual Imagery Manager and reservists and IMCORES at JFOs/Regions to develop coverage plans for photo and video support before, during and after disasters, and incorporate the imagery/video to support the overall external affairs communication strategy.
  • Manage video content, playlists and standards for the FEMA YouTube page, and make recommendations for improvements.
  • Manage photo galleries, develop cut lines and make recommendations to photo management.
  • Provide visual imagery guidance and support to FEMA regional offices, program offices, joint field offices and contractors.

Required Qualifications

  • Knowledge of the principles and methods for videography and photography and skill in crafting and disseminating products to a wide-range of audiences.
  • Knowledge of public affairs field operations, including mass communications, print, Internet and broadcast journalism.
  • Working, proven knowledge of graphics programs, video editing skills with professional grade equipment, familiarity with Adobe Premiere Pro, Photoshop and Light Room.
  • Working knowledge/experience with various brands of video and photography camera equipment.
  • Knowledge of audio and lighting techniques.
  • Knowledge of broadcast media production and broadcast studio operations.

Desired Qualifications:

  • Knowledge and experience using Adobe After Effects, Adobe Audition and Adobe Premiere.
  • Ability to develop story ideas, develop story boards and scripts, and coordinate interviews, film and edit video projects from start to finish.
  • Experience working in broadcast studio operations to produce news casts.
  • Self-driven and able to operate independently with minimal supervision.
  • Good oral and written communication skills, customer service, and interpersonal skills.
  • Ability to manage several competing priorities in a fast-paced and changing environment.

Certifications Required: No certifications necessary.

Education Required: Bachelor’s degree preferred.

Location: Washington, DC (500 C Street SW).

ADDITIONAL INFORMATION: This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
