Description and Functions
GENERAL DESCRIPTION:
The Wyoming Game and Fish Department is seeking a Habitat Mitigation Biologist in Pinedale, Wyoming. This position is primarily responsible for oversight of the Pinedale Anticline Project Area (PAPA) wildlife habitat management and mitigation program, including developing, coordinating, and implementing habitat treatments, monitoring wildlife habitat, and reclamation projects associated with energy development and mitigation. In addition, this position will be responsible for managing multi-species wildlife monitoring and contractors for the PAPA in the Pinedale region. Extensive coordination with the Bureau of Land Management, private landowners, other states, local and federal agencies, and project proponents is required.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
  • Provides program management and oversight for the Department on wildlife habitat mitigation efforts primarily associated with oil and gas development in the Pinedale Anticline Project Area and associated off-site areas in the Pinedale Region.
  • Represents the Department during contact with other federal and state agencies, industry, landowners, and various organizations on habitat mitigation efforts.
  • Analyzes information and develops adaptive management strategies, plans, oversees, implements, and monitors habitat treatments.
  • Conducts fine-scale vegetation monitoring on select sites to evaluate long-term vegetation and habitat objectives associated with previous vegetation treatments such as fire, mechanical or chemical applications.
  • Functions independently in the field and as a team member with private landowners and agency personnel on habitat-related projects.
  • Manage multi-species wildlife monitoring and contractors for the PAPA and coordinate with BLM on results and adaptive management strategies.

Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:
Preference may be given to those with a bachelor's degree in wildlife management, range management, biology, zoology, ichthyology, or closely related field, PLUS one to two years of professional work experience in wildlife or fish resource management, research, or habitat development.
**Must have a valid driver's license.
KNOWLEDGE:
  • Excellent physical condition and ability to perform under adverse climatic work conditions.
  • Ability to work outside, often for long periods on foot, often in adverse weather conditions.
  • Well-developed communication skills (written and oral) with the ability to communicate with diverse groups with disparate objectives and to articulate technical information to diverse audiences and stakeholders.
  • Ability to work as a team member on an inter-agency group.
  • Knowledge of the principles of wildlife habitat data collection and habitat conservation.
  • Computer skills and ability to learn new software packages including knowledge of Microsoft, Program R, and ArcGIS.
  • Knowledge of oil and gas impacts, mitigation, and reclamation principles and methods.
  • Knowledge of major federal environmental laws including NEPA, FLPMA, NFMA, and ESA.
  • Coordination with other agencies and project proponents.
  • Knowledge of vegetative ecology and condition and their association with wildlife needs.
  • Ability to conduct research and use various research publications to aid in defining mitigation strategies and set wildlife habitat goals for impacted species.
  • Knowledge and an understanding of vegetation responses and succession in relation to a variety of manipulation techniques such as mechanical, prescribed fire and herbicide application.
  • Knowledge and experience with nutritional and seasonal use requirements for a variety of wildlife species with emphasis on sage-grouse, pronghorn and mule deer.
  • Some knowledge and experience with livestock grazing management strategies and relationship to wildlife and treatment needs.

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
  • The candidate will be required to work with an inter-agency team charged with similar tasks.
  • The candidate will be required to navigate independently with a map in remote locations.
  • Ability and willingness to hike extensive distances (3-10 miles/day) during adverse weather conditions and be able to safely operate 4-wheel drive pickup and ATV.
  • Some overnight travel may be required, including camping from a vehicle.
  • Familiarity with vegetation identification and Ecological Site Description concepts.

  • Successful applicants for employment must pass a background check before appointment.
  • This is a 12-month At-Will Contract (AWEC) position subject to budget approval.
