Job Title: Associate Vice President of Shelter Programs
Reports To: Chief Executive Officer (CEO)
FLSA Status: Full-time/Salaried
Agency Overview:
Since opening its doors to provide short-term shelter in 1982, Guest House of Milwaukee has grown to provide a full continuum of services both onsite and throughout the city, touching thousands of lives and involving the entire community. The Guest House provides shelter, housing, education, and services to Milwaukee's homeless who seek to transform their lives with dignity and purpose. The Guest House has a proven track record of assisting even those with the most severe challenges to overcoming homelessness regain and maintain their independence, including mental illness, addiction, physical and cognitive disabilities, and history with the criminal justice system.
The Guest House's programs and services are designed to address the full spectrum of homelessness, including prevention, shelter, clinical services, housing, and long-term case management. The Guest House helps men, women, and families secure a permanent, affordable place to live, and ensure that participants are able to maintain that housing once placed.
Position Summary:
The Vice President of Shelter Programs, you will oversee the operations, programs, and initiatives of assigned programs. You will work closely with the executive leadership team to develop and implement strategies that address the needs of individuals experiencing housing insecurity and homelessness and ensure the efficient and effective operation of assigned programs. This position will work closely with other members of the leadership in developing solid program evaluation models and tools ensuring all programs are adhering to program budget and identified program measures and outcomes. As a part of the executive leadership team for the Guest House, this position will assist with various fundraising and public relations activities.
Essential Duties and Responsibilities:

  • Directly responsible for the following housing programs: Marsha's House, GATES Shelter, VA Dorm, and Internal Case Management. This includes direct supervision of each Program Director.
  • Ensures that an effective service delivery system is in place and functioning appropriately.
  • Develops systems, policies, procedures, and people to ensure effective coordination and communication among various departments and staff. Reviews annually.
  • Develops and maintains a system for program evaluation including process, outcome, and client satisfaction data and leads program improvement processes.
  • Works closely with the Director of Grants and Quality Assurance in relation to evaluation and compliance functions for housing program grants and contracts.
  • Maintains working knowledge and fiscal accountability to track programs, particularly related to proposals, contracts and grants, funding sources, program audit requirements, budgetary concerns and problem resolution.
  • Research funding sources and program resources toward development and implementation of new programs and services that are aligned with the agency's mission and vision including budget development.
  • Develop, implement and maintain a uniform annual planning process to be used by each housing program within the Guest House of which a summary is provided to Executive Leadership team and as appropriate, the board.
  • Establish good working relationships and collaborative arrangements with community groups, funders, businesses and other organizations to help achieve the goals of the organization.
  • Work in conjunction with the CEO and Executive Leadership team to carry out the mission, vision and strategic plans of the Guest House.
  • Keep current on federal and local legislation and other key issues that may affect the Guest House and the populations served.
  • Must be able to respond swiftly to emergency situations including leading crisis interventions.
  • Develops and evaluates policies and procedures ensuring the health, safety and well-being of clients and staff.
  • Other duties and special projects as assigned by the CEO.

Qualifications:
  • Working knowledge of city, county and federal funding sources, guidelines and regulations.
  • Knowledge and understanding of issues pertaining to homelessness, housing, mental health and addiction.
  • Ability to read, evaluate, and interpret technical and non-technical documents, which may include, but are not limited to, proposals, contracts, policies and procedures, audits, business plans and financial documents.
  • Ability to effectively manage multiple projects with changing priorities.
  • Excellent communication skills, both verbally and in writing.
  • Maintain a valid driver's license, vehicle insurance, and reliable transportation in compliance with agency requirements.

Training and Experience:
  • Master's Degree in Social Work, Psychology, Business, or related field or equivalent experience
  • Minimum of four (4) years relevant senior level program and management experience required.
  • Experience working with program development and implementation including working with various program evaluation models such as the logic model and/or development of dashboards.
  • Working knowledge of computer software including Microsoft Word and Access.
