I. INTRODUCTION
This position serves as the University Librarian's chief administrative executive and advisor on planning, personnel, budget, and facilities. The role of this position is to oversee planning budgeting, facilities, and personnel and work directly with campus administrators as well as librarian faculty and staff.
II. DUTIES AND RESPONSIBILITIES
  • Provides leadership for and administers the planning efforts, budgeting process, facilities, and personnel system for Library Services. Acts on behalf of the University Librarian in his/her absence, is a member of the University Librarian's Advisory Group and participates in overall policy development.
  • Manages program evaluation, budget and policy formulation, and human resources planning.
  • Provides administrative oversight for the University Library space plans and renovation projects and monitors progress on facilities project budgets and expenditures.
  • Represents the University Library on various University of Hawaii at Manoa and University of Hawai'i system committees and ad hoc groups and in local, regional and national arenas, as appropriate.
  • Responsible for coordinating and integrating the University Library's strategic long range program planning with University and M?noa campus strategic objectives; including budget projection and analyses, budget preparation, and human resource planning and development and long-range space projection and building planning activities. Works with library department chairs and supervisors in order to carry out administrative functions and coordinate planning and development efforts.
  • Responsible for directing the activities of the Library Services personnel management program including supervision of such activities as: administration of academic promotion and tenure procedures, staff planning, recruitment, contract administration, counseling, and staff development and training.
  • Responsible for overseeing the Library's Fiscal Office and Fund Accounting program which is responsible for the Library's $18.5 million plus budget (general, special and other funds.) Coordinates collection budget allocation planning in consultation with librarian faculty and contributes to collection development activities.
  • Maintains contact with counterpart administrators at state, national, and international levels regarding planning, budgeting, personnel and management. Attends regional and national meetings to maintain knowledge of trends and best practices in library administration, and research library trends.
  • Responsible for reporting annual library survey data to external bodies (e.g. ACRL, ARL, IPEDS, UH Library Council, State of Hawai'i Department of Business, Economic Development, and Tourism)
  • Other duties as may be assigned.

Work is performed with wide latitude for exercising independent judgment and initiative under general operating guidelines as set forth in Library, Board of Regents and Administrative policies and by the University Librarian.

Work is reviewed by the University Librarian for results achieved.
VI. CONTACTS AND RELATIONSHIPS
Work involves considerable contact with senior administrators, librarian faculty and staff, the University community, and library administrators from across the United States and Canada.
VII. MINIMUM QUALIFICATIONS
Master's degree in Library Science, Information Science, or equivalent and second master's degree.
Must have attained the rank of Librarian IV (B4) or comparable experience prior to appointment.
Three (3) years experience in senior management (dean or associate dean level) at a major college, university or research library (or equivalent).
Demonstrated success in leading and managing organizational change.
Demonstrated knowledge of best practices and current trends in library management and organizational development.
Thorough understanding of current issues facing research libraries including the changes in scholarly communication.
Demonstrated written communication skills with the ability to produce executive-level reports and presentations.
Strong interpersonal and leadership skills.
Ability to be flexible and creative in accomplishing library objectives.
VIII. DESIRABLE QUALIFICATIONS
MBA, MHRD, Master's in Education Administration or related field.
Five (5) years of experience in leading a research library administrative division or equivalent experience in another University setting.
Experience working in institutions with faculty status for librarians.
Experience working in a unionized environment.
Knowledge of online fiscal and human resources systems.
Knowledge of use and application of statistics for administrative work.
Knowledge of applicable University of Hawai'i policies and procedures.
