Northrop Grumman is seeking experienced and motivated professionals for the role of aSupply Chain Subcontracts Specialist with experiences in Supply Chain management, or related fields, to include business and financial planning, contracts administration, project management, logistics, or manufacturing.

The successful applicant will become a part of Northrop Grumman’s Land and Maritime Sensor Business Unit within the Mission Systems Sector. Responsibilities will encompass the full range of the subcontract acquisition process including preparation and execution of a mixed portfolio of subcontracts while ensuring compliance to company policies and procedures.

The ideal candidate will understand the Buyer and the Seller roles in establishing mutually successful business arrangements, with experiences in work specifications and solicitations/bid packages, proposal evaluation, price and term negotiations, development of contractual documentation and post award administration.

Candidates must be able to make sound decisions in a timely manner, display strong interpersonal skills, and have an agile perspective of compliance protocol mandated by regulated industry. The candidate will support a team-based organization and perform activities in a variety of cross-functional areas including but not limited to strategic analysis, complex negotiations, procurement execution/award, finance, and internal customer service.

The ideal candidate is experienced in one or more areas of the procurement or contractual function(s), developing business relationships, and demonstrating an affinity for working with, or understanding both manufacturing and technology.

This position is responsible for executing major procurement activities and providing contractual support and documentation to suppliers in support of proposals and programs. This job may be a hybrid position, full time remote position, or in Linthicum, Maryland. A hybrid or full-time remote position may require periodic visits to Linthicum, Maryland, at the manager’s discretion.

Roles and responsibilities include:

  • Sources and procures specialized goods and services.
  • Owns contractual management for the supplier.
  • Responsible for source selection from contract proposal to execution phases. Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users.
  • Prepares bid packages, conducts bidders conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • Ability to analyze and evaluate subcontractor proposals, negotiate deviations from work statements, schedule, and/or terms and conditions, while working closely with the Program Management team.
  • Provide subcontractor pricing, deviations from scope and/or terms and conditions, comprehensive cost analysis and justifications, and technical data assertions to the Contracts group during the proposal preparation phase.
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  • Successful candidate will negotiate and write formal/compliant major subcontract awards, processes internal justifications, and document files in preparation for internal and external audits.
  • Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Employs sound business practices and assesses supplier performance as part of follow-up activities.
  • Reviews and approves supplier payment as needed.
  • Preparation Non-Disclosure Agreements, Teaming Agreements, and Memorandums of Agreement and Pricing Agreements.

Basic Requirements (A01):

  • Demonstrated leadership, critical thinking and innovative behaviors in past projects, roles or experiences
  • Proficiency in MS Office suite
  • Bachelor’s Degree OR a high school diploma/equivalent with 4 years of experience in lieu of a degree

Basic Requirements (A02):

  • Strong verbal and written communication skills
  • Demonstrated leadership, critical thinking and innovative behaviors in past projects, roles or experiences
  • Proficiency in MS Office suite
  • 3+ years of Supply Chain, procurement, business management and/or related experience with a Bachelor’s Degree, OR 1+ years of Supply Chain, procurement, business management and/or related with a Master’s Degree, or a high school diploma/equivalent with 6+ years of experience in lieu of a degree

Preferred Qualifications:

  • Professional experience in a regulated industry; to include Aerospace & Defense, Insurance, Financial Services, Telecommunications
  • SAP experience
  • Knowledge of FAR/DFARS
  • Demonstrated experience with multiple contracting formats, including Firm Fixed Price and/or Cost Reimbursable
  • Familiarity with terms and conditions, and/or special contract clauses/types such as: long term agreements and intellectual property agreements

Demonstrated negotiation experience

Salary Range: $54,200 - $81,200
Salary Range 2: $65,500 - $98,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
