Job description

This is a statewide recruitment, and the position may be located in the following locations: downtown Sacramento or Los Angeles.
The Integrated Systems of Care Division (ISCD) oversees, operates, and monitors compliance, and investigates complaints/grievances of comprehensive health care delivery systems for vulnerable populations eligible for various programs, including but not limited to, the California Children's Services Program, Health Care Program for Children in Foster Care, Genetically Handicapped Persons Program, and other programs serving populations, predominantly children, with complex chronic health conditions. Additionally, ISCD is responsible for developing, implementing, managing, monitoring, auditing, and evaluating innovative long-term services and supports programs that integrate service delivery and consolidate funding sources. This includes the Program of All-Inclusive Care for the Elderly, and the Money Follows the Person federal grant project, and supporting the implementation of Department of Health Care Services' (DHCS) California Advancing and Innovating Medi-Cal initiatives. Finally, ISCD manages, oversees, monitors compliance the complex home and community-based services state plan options, waivers, and programs that enable vulnerable populations in California to receive needed care in their home or community, and is responsible for ongoing implementation and promotion of the California Partnership for Long- Term Care Insurance.
The Public Health Medical Officer (PHMO) III will function as a technical medical consultant of the ISCD major public health programs. The PHMO III is responsible for creating, implementing, and interpreting program policy; planning, designing and executing major surveys; and for solving new problems of major proportion. The PHMO III will serve as the liaison between the Division and other governmental agencies. The PHMO III assists in planning, organizing, and directing of statewide public health medical programs for older adults and children with special health care needs.

Working Conditions
Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections 14200 - 14203 for employees residing in California.
Should the incumbent need to report to an office, they will need to report to DHCS office locati on: downtown Sacramento or Los Angeles.
