Job description

Under the general supervision of the Vice President, Legal & Compliance Services, and General Counsel ("General Counsel"), and under the specific direction and supervision of the Director of Legal Services ("DLS"), this position is responsible for providing analysis and counsel on a wide variety of legal issues affecting BCBSKS. Primary responsibilities include overseeing and monitoring litigation in state and federal courts involving all aspects of BCBSKS's business and operations. Secondary responsibilities include regulatory analysis and counsel, focused on federal statutory and regulatory requirements that apply to BCBSKS business and operations. Additional responsibilities include responding to internal legal inquiries regarding member, provider, and vendor relations, and counseling on the legal and contractual components of BCBSKS's relationship with the Blue Cross Blue Shield Association.

Essential Functions

  • An AGC acts under the direction and supervision of the DLS, but is generally expected to handle designated tasks, matters, and other responsibilities on a daily basis without the need for specific direction from the DLS.

Legal Matter Responsibilities:
  • Provides legal advice to BCBSKS and subsidiaries' management and employees as needed, particularly as related to litigation, but also as related to internal legal inquiries, regulatory issues, and other legal matters as needed.
  • Serves as a primary Legal Department contact to outside legal counsel on litigation matters.

Planning and Organizing Activities:
  • Provides legal education to BCBSKS employees through presentations, written materials, and individual consultation.
  • Develops strategic approaches to particular lawsuits and litigation trends generally.

Administrative Activities:
  • Serves on the assigned internal committees having significant impact on corporate operations.

Qualifications
Education
  • J.D. from an ABA-accredited law school

Licensure
  • Current license to practice law in Kansas (may be obtained as allowed by law after assuming the position)

Experience
Required
  • Approximately 4+ years relevant legal experience in government or private practice (in-house or law firm)

Preferred
  • Ability to develop-or has developed-legal subject matter expertise, particularly in litigation processes and rules, as well as legal research and legal writing
  • Demonstrated ability to represent the Legal Department in internal or external capacities
  • Significant human relations skills: proficiency in self-awareness, self-regulation, motivation, empathy, and social skills necessary to carry out duties in a professional manner
  • Ability to understand the health insurance industry and legal environment in which it operates
  • Ability to interpret new laws, regulations, and developing case law for their applicability and impact on the company and its subsidiaries
  • Ability to develop and recommend legal strategies consistent with the industry and developing areas of law that affect it
  • Ability to maintain regular and predictable attendance (in-person, remote, or hybrid as approved by the DLS)
  • Ability to comply with corporate information security policies and to maintain confidentiality of company information

BCBSKS Exempt Grade 18
