AVS - RESIDENTIAL SERVICES DIRECTOR
DEFINITION:
This is a professional administrative position responsible for the procurement, utilization, supervision, development and control of the Residential Services Department. An employee in this position reports to the Administrator. In addition, the incumbent may be designated a Qualified Mental Retardation Professional (QMRP) if the educational qualifications are met.
EXAMPLES OF WORK PERFORMED
Develops effective working schedules for staff.
Assists in formulating policies relating to the administration of the department.
Assists in the development of the policies and procedures of the facility in regard to the Safety Committee.
Assists in formulating, organizing and conducting training programs for the purposes of on-the-job training, orientation of employees regarding agency policies and routines, promotional and staff development.
Directs, coordinates and disciplines staff to insure adherence to the agency's policies and procedures.
Participates in collective bargaining, contract negotiations and grievances.
Maintains overall supervision of the Residential Services Department including the Transportation Coordinator/Warehouse Supervisor.
Works closely with other departments to insure the safety and well being of the individuals in our care.
Informs and advises the Administrator about the programs, practices and problems of the program.
Submits to the Administrator a clear and detailed explanation of any proposed procedure which would involve either departure from established policy or the expenditure of substantial sums.

Delegates, at own discretion, to other employees the exercise of any powers or the discharge of any duties with the knowledge that the delegation of power and duty does not relieve him/her of final responsibility for the action taken under such delegation.
Represents the Residential Program before the public.
Provides and participates on-going in-service programs.
Serves as acting Fire Marshall and Safety Officer.
Maintains, coordinates, records and files all information pertaining to the department.
Screens, interviews and recommends applicants for positions following established personnel procedures.
EXAMPLES OF WORK PERFORMED:
Responsible for insuring the Residential Services Department is in compliance with all ICF/MR regulations.
Devises, reviews and approves all performance evaluations of the employees in the department.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Organizational ability to plan, formulate and execute policies and procedures.
Verbal ability to deal effectively with persons at all levels.
Ability to plan, train, coordinate and direct the work of subordinate staff.
Ability to implement proper practices and techniques of supervision.
Ability to maintain poise and emotional stability in the full range of professional activities.
Ability to determine the needs of the individuals in our care; establishes program priorities.

Ability to reason analytically and organize facts when asking and answering questions.
Knowledge of and ability to maintain and implement effective communicative skills.
Ability to establish and maintain an effective working relationship with staff, outside agencies and parents.
Knowledge of all Department of Health regulations related to ICF/MR facilities applicable within the Residential Services setting.
Ability to convey active treatment principles to Residential Services staff.
Ability to motivate staff to encourage independence and normalization for the individuals in our care.
MINIMUM EXPERIENCE AND TRAINING:
A four-year college degree and experience with mentally ill individuals in a similar setting is required, or any equivalent combination of experience and training.
