Minimum Qualifications Bachelor’s degree in education or human services field; master’s or doctorate degree preferred.Demonstrated commitment to diversity, equity, inclusion, and accessibility, and experience serving historically marginalized communities. Minimum of eight years’ combined experience in young adult or adult education, special education, or workforce development services. Accepted experience: • Licensed high-school teacher or post-high school educator; or• Coordinator for vocation/career tech/after-school/young adult/ summer camp program; or • Coordinator for education or vocational services in a criminal or juvenile justice education program• Experience in an educational setting teaching special education students.• Experience in interpersonal and team management, strong organizational skills, excellent communication skills, and the ability to work collaboratively with a diverse group of public and private stakeholders.• Knowledge of non-traditional education approaches, career planning, and workforce development.• Experience drafting and effectively implementing policies and policy changes. • Understanding of the impact of cultural competency in education and learning• Familiarity with support entities such as NYC DYCD, NYCDOE, OCFS, and/or NYSED. • Familiarity with integrating technology into instruction.• Experience with vocational skill development and community placement of individuals. • Experience working in a nonprofit or human services setting. • Budget management experience; proficient in MS Office computer software applications.• A sense of humor and spirit of collaborative problem-solving.• Individuals with previous experience in a leadership role with community-based organizing and community outreach encouraged to apply.
Duties Description The Associate Commissioner of DJJOY’s Office of Youth Engagement (OYE) will report directly to the DJJOY Deputy Commissioner. OYE oversees all program service bureaus in DJJOY, which include the Bureau of Youth Academics and Scholarship, the Bureau of Technical Education and Alternative Instruction, the Bureau of Workforce Development and Career Planning, and the Bureau of Ministerial Services. OYE will be a bridge to opportunity with a youth development philosophy. Proceeding through the lens of equity, the Associate Commissioner must have knowledge of local and State resources and supports; strong connections to community organizations and leaders; and the practical ability to engage youth a juvenile justice setting. The Associate Commissioner must also create and implement program models, identify programming opportunities, and stay at the forefront of the emerging interests of /opportunities for youth.This position will be responsible for:• Developing major policy structures for youth education, vocation, and workforce development;• Developing policies and practices for career planning and guidance counseling services, system-wide;• Providing executive-level leadership and supervision to DJJOY’s youth programming bureaus; • Collaborating with DJJOY’s operations, services, and community offices; • Expanding and embedding youth wellness and spiritual guidance strategies;• Managing and measuring the impact of OYE projects;• Effectively soliciting feedback from youth and families about programming opportunities; • Creating learning collaboratives and conferences to support staff and facility services; • Building systems to review program integrity and problem solve challenges;• Building out a senior team and administrative support team; • Representing the DJJOY Deputy Commissioner at meetings with intra- and inter- agency staff and stakeholders, including, but not limited to: OCFS Child Welfare; OCFS Legal; OCFS Youth Development and Partnerships for Success; and OCFS Office of Diversity, Equity, Inclusion, and Accessibility; NYSED, NYC Department of Education, SUNY/CUNY, Job Corps, and AmeriCorps.

Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
