Job Summary

The Opportunity
King County Housing Authority (KCHA) is actively seeking an enthusiastic individual to fill the role of our Assistant Vice President (AVP) of Resident Services. The successful incumbent will be joining an established team of professionals committed to Resident Services customer service and operational success. The AVP will be responsible for managing the daily operations of programs, staff, and senior managers; development, implementation and compliance of departmental and social service regulations, policies, and procedures; as well as, budget development and management.
Headquartered in Tukwila, Washington, just south of Seattle, the AVP of Resident Services will collaborate with the Vice President of Resident Services to lead and supervise a team of approximately 30 staff members who are passionate about supporting residents and KCHA’s mission to Transform Lives through Housing. The Department’s work uses housing as a platform to improve resident life outcomes and includes:


  • Support Service Coordination at Senior Sites and Community Building Services at Family Sites to residents living in KCHA managed federally subsidized housing.
  • Subsidy Retention Services to support HCV households experiencing housing instability.
  • Relocation Services to support planned and unplanned public housing relocation projects.
  • Conducting Applicant Hearings to resolve applicant disputes.
  • The Resident Advisory Committee which provides an opportunity for resident feedback to assist KCHA in the development of policies and procedures that affect KCHA participants. Through this work the Committee also acts as the voice of KCHA participant communities.

Essential Functions

The AVP will:

  • Manage departmental and Authority-wide strategic projects including systems technology integration, annual initiatives, housing stability, relocations, Language Assistance Plan, and the Resident Advisory Committee.
  • Oversee and support the department’s strategic planning and general department operations including policy and procedure development, development of annual work plans, department budgeting, and initiatives.
  • Supervise daily operations of the department.
    • Recruit and select department personnel; assign, direct, train, and audit the work of staff;
    • Coach, counsel, and evaluate staff performance;
    • Develop staff schedules and ensure deadlines for the department are met;
    • Develop and achieve high performance and strategic objectives for the department.
  • Consult Authority on strategizing for complex resident needs and make recommendations; serve as the department’s point of contact for complex resident cases as needed, including coordinating with others to address and resolve Fair Housing complaints; serve as Hearing Officer for applicant hearings.
  • Develop, evaluate, supervise, and revise programs based on assessment of Resident and Agency needs; prepare and present program reports such as reasonable accommodations, relocations, program quality and quality, and Resident Advisory Committee.
  • Acts as the procurement, vendor, and contract manager for the department.
  • Analyze the effectiveness of Resident Services program.
    • Gather data and prepare reports;
    • Identify areas to modify and improve programs;
    • Meet with senior managers for review and input;
    • Develop, evaluate, supervise, and revise programs based on assessment of Resident and Agency needs.

Qualifications and Competencies

Required Qualifications:

  • Bachelor's degree in Social Work, Sociology, Public Administration, or related field AND
  • Considerable experience in social services, human services, homeless services, or similar work in a client service setting OR
  • An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities:
  • Understands technical aspects of the position and continuously builds knowledge, keeping up to date on the substantive and procedural aspects of the position including the ability to:
    • Apply Federal, State, local, HUD, and KCHA regulations, policies and procedures relating to department programs and public housing management.
    • Demonstrate knowledge of social, political, economic, and community issues influencing program and project development and administration.
    • Successfully demonstrate the principles of management, organization, planning, development and implementation of responsibilities as they relate to the duties of the job.
  • Understanding of and sympathy with social, economic, health and emotional needs of families of low income and homeless individuals and households, seniors, people living with disabilities, immigrants and refugees and BIPOC communities.
  • Applies effective written and verbal communication techniques to convey clear and timely messages; communicates clearly and effectively via multiple methods.
    • Presents proposals and recommendations clearly, logically and persuasively.
    • Interprets and explains complex data analyses and research findings for technical and non-technical audiences.
  • Comprehensive knowledge in setting policies and goals for departments and programs and in the management of complex large-scale programs and departments.
  • Strong critical-thinking skills; ability to evaluate information, implement timely decisions and make recommendations.
  • Ability to establish and maintain effective working relationships with staff, HUD representatives, business and community leaders, elected officials, vendors, regulatory agency administrators, and the general public.
  • Proficiency with MS Office to include Word, Excel, Outlook, and database software.
Special Requirements:
  • Consent to and pass a driver's and criminal records background check.
  • Must possess a valid driver's license to regularly travel between work sites as required or have an alternative reliable mode of transportation. Must have an acceptable driving record at time of appointment and throughout employment.

Salary & Benefits:
Salary range is $126,186 to $194,324.48 with a midpoint of $160,254. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Salary is negotiable. Work Environment:
After initial onboarding, this role will have the opportunity to work remotely up to 40% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. The ability to report to the Central Office in Tukwila will still be required on occasion. Some local travel may be required to support KCHA business needs.
