DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
This position manages, directs, provides guidance, counseling, and project management oversight within Real Estate Services. Provides general supervision and coordination of REAL ESTATE activities involving the acquisition of land and/or property rights for public projects. Develops and reviews offer packages, purchase agreements, and counteroffers; drafts RCAs for REAL ESTATE transactions, including purchase agreements and public necessity and convenience ordinances. Evaluates, reviews, and monitors REAL ESTATE files on all active projects, including field notes appraisals, legal documents, and other pertinent information. Handles title curative issues and works closely with REAL ESTATE services staff to ensure that projects are closed according to schedule. Coordinates relocation assistance services for property owners displaced because of parcel acquisitions for CIP and federally funded projects. Manages services performed by third-party consultants. Handles property management duties to clear improvements from the right-of-way following parcel acquisitions. Responsible for providing weekly reports and status updates on assignments and reporting on all staff activities each week to the section manager. Ensures the section staff is maintaining detailed and accurate records for activities assigned in accordance with established policies, procedures, and practices of the Real Estate Services. Perform personnel functions, such as training, evaluating performance, recommending disciplinary action of direct reports and interviewing prospective employees. Responsible for creating and submitting various types of reports associated with all REAL ESTATE-related activities. Performs other duties as assigned. Candidate must be self-directed and possess great leadership and customer service skills. This position is Hybrid-Telework Eligible.
WORKING CONDITIONS
The position occasionally requires stooping and bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required.
This is a Department of Houston Public Works Management position at the Tier III Level.EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Real Estate, Business Administration, Public Administration or a closely related field.
EXPERIENCE REQUIREMENTS
Six (6) years of professional experience in REAL ESTATE activities, design or a closely related experience are required.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

*Should be proficient in the operation of personal computers and MS Word and MS Excel software.

*Strong interpersonal skills and the ability to establish and maintain excellent working relationships at diverse levels.
*Prior experience with Right-of Way acquisitions and in resolving complex title curative issues. *Knowledge of relocation assistance requirements in accordance with the Uniform Relocation Act, as amended.
*Ability to read engineer plans and surveys and draft Requests for Council Action (RCAs).
