Job Summary

The Assistant Port Manager is responsible for the logistical coordination of rail and vessel cargo operations at CN including the safe and cost-efficient handling of material allowing for maintenance to material handling systems for reliable operation. The incumbent oversees planning operations by managing customer product inventories, vessel nominations and rail coordination as well as communicating with customers, rail operators and vessel dispatch personnel. The position directs facility maintenance personnel consistent with the highest safety standards and coordinates with other maintenance managers to optimize facility reliability with minimal interruption to cargo handling. The position also evaluates material handing systems, machinery, and equipment for sustainable cost-effective performance. Finally, the incumbent engages and manages engineering consultants, technical experts, and suppliers to plan and execute repairs, upgrades, and replacements to maintain reliable system performance.

Main Responsibilities Operations Management

       Support, sustain, and monitor safety in all aspects of operations and maintenance work through training, personnel testing, safe work practice coaching, workplace inspections, and adherence to CN's Safety policies

       Plan cargo handling and supervise Foreman and Operators to meet car and vessel dumping and loading requirements on all shifts

       Maintain customer product inventory records and communicate with customers to manage inventory throughout the lake shipping and winter stockpiling seasons

       Specify winter stockpiling locations, limits, and techniques for Operators to maximize storage capacity

       Monitor vessel nominations to meet customer expectations avoiding undesirable combinations of vessels and cargo types adverse to dock efficiency and car velocity

       Plan and coordinate major maintenance downtime with rail, vessel, and customers

       Hire contractors for projects, including managing administrative requirements of master service agreements, safety qualifications, and documented insurance coverage

       Engage engineering consultants, technical experts, and suppliers to plan significant repairs, replacements, upgrades, and modifications

       Understand and comply with environmental laws, policies, procedures, and permits applicable to the facilities

       Replace Port Manager when needed for meetings with representatives of Federal, State, and Local government agencies to implement plans and procedures for compliance with applicable regulations

       Assist in administration of Security Plan and activities to include personnel training, site inspections, drills, exercises, and documentation

       Plan short- and long-term capital and maintenance work, and participate in development of annual capital and maintenance budgets

       Participate in scheduled weekend coverage of both harbour facilities

People Management

       Assure adequate personnel for effective shift coverage according to planned activities

       Assist Port Manager in anticipating attrition of personnel and short- and long-term activity levels in order to manage staffing levels consistent with operating and maintenance activities 

       Participate in training and development of subordinates at all levels to ensure a safe and efficient work force

       Understand and comply with collective bargaining agreements applicable to employee groups at the facilities by monitoring and administrating grievances and claims

Working Conditions

The role is performed indoors and outdoors in various types of weather and environmental conditions. Outdoor work includes walking, climbing on equipment, driving vehicles, and minimal travel (10%) to other dock facilities. The role requires being available on-call 24/7 to respond to critical incidences. The incumbent must be available to work shifts and weekends when necessary. The hours may vary and regularly exceed 40 hours per week. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and manage stress.

Requirements Experience

Industrial Maintenance Management

       Minimum of 5 years of experience managing industrial maintenance (electrical, mechanical, structural) 

o   Experience working at bulk material transloading facility*

*Any experience for these above would be considered as an asset

 

Education/Certification/Designation

       College Degree in Engineering or Business preferred but can be substituted with sufficient experience

       Ability to read and comprehend contracts (business and labour relations)

       Ability to read and comprehend blueprints and mechanical drawings a plus

Technical Skills/Knowledge

       Strong mechanical aptitude

       Understanding of logistic networks

       Knowledge of Microsoft Office

       Knowledge of transport regulations*
