The County of Riverside- Riverside University Health System- Public Health is currently recruiting for an Assistant Nurse Manager for their HIV-STD division located in Riverside, Ca.
The ideal candidate for this position will have at least two years of full-time supervisory nursing experience in a healthcare facility. This position will be required to drive for home visits and health fairs.
Incumbents in this position will be responsible for the following:
  • Evaluating the performance of staff.
  • Development of policies and procedures, standards of care and practice, and monitoring of nursing care.
  • Advises staff on the interpretation and application of agency policies, laws, and regulations.
  • Prepare administrative records, reports, and correspondence related to program operations.
  • Coordinate direct patient care and plans.
  • Organizes, directs, and evaluates nursing/medical case management services at three health care centers.

Work Schedule: Monday-Friday, 9/80, 7:30am to 5:00pm off every other Friday.
License: Possession of a current license to practice as a Registered Nurse in the State of California.
*A CADL is required.
Certificate:
Basic Life Support (BLS) certification from the American Heart Association.

Support the Nurse Manager, Program Chief, Director, or Manager and his/her assistants in planning, coordinating, and supervising the work of nursing personnel for multiple nursing units, programs, or departments; act for the Nurse Manager or program management during absences, or as directed.
Evaluate or assist in evaluating the performance of subordinate personnel; assist in the scheduling of personnel and approving time cards; assist in the coordination of in-service educational programs and staff meetings; assist preceptors in developing unit orientation programs for new nurses or program staff.
Assist in the development of policies and procedures, standards of care and practice, and in the monitoring of nursing care, in relation to those standards, to assure compliance with The Joint Commission (TJC), Title XXII, and other regulatory standards such as those required by RUHS-MC, RUHS-PH, mental health or Public Health program grants; advise staff on the interpretation and application of agency policies, laws, and regulations.
Assist in preparing administrative records, reports, and correspondence related to budget and unit or program operations.
Promote reliability in the acuity classification of patients and serve as a working charge nurse or supervisor, as needed to meet staffing requirements.
Promote collaboration among other departments, units, programs, and physicians; represent assigned unit(s) or programs in committee meetings; may address local groups on Public Health matters.OPTION I
Education: Successful completion of the education required to obtain a valid license to practice as a Registered Nurse by the State of California. A bachelor's degree from an accredited college or university in nursing is preferred.
Experience: Three years as a full time Registered Nurse in any healthcare facility. In addition to the required experience, one year of senior or supervisory experience is also required. Experience gained as an Interim Permit Nurse may be substituted for the required experience. For some positions, one year of experience in Community Health Nursing is required. A bachelor's degree from an accredited college or university in nursing or a health-related field may be substituted for one year of the required experience.
OPTION II
Education: Successful completion of the education required to obtain a valid license to practice as a Registered Nurse by the State of California. A bachelor's degree from an accredited college or university in nursing or a health-related field is preferred.
Experience: Two years of full time supervisory nursing in any healthcare facility.
ALL OPTIONS
Knowledge of: Application of the nursing process; full range of registered nurse duties and responsibilities; principles and methods of supervision and training; basic management skills; problem solving techniques.
Ability to: Plan, organize, supervise, and evaluate nursing services within specific unit(s); communicate effectively; positively manage change and conflict; interpret licensure and accreditation standards; analyze and draft department policies and procedures; apply productive problem-solving skills; write clear and concise reports; perform registered nurse or Public Health nurse responsibilities according to the State of California Nurse Practice Act; implement the nursing process.

Condition of Employment
In accordance with the California Department of Public Health Order dated August 5, 2021, and amended December 22, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Effective March 1, 2022, all healthcare facility workers must have their booster, obtain the booster within 15 days of becoming eligible for one, or a declination form on file for the booster. Consideration may be given to candidates who are in the process of completing their vaccination regimen.
The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements, including face coverings and regular COVID testing at the frequency required by their work site.
A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

Pre-Employment

Probationary Period
As an Approved Local Merit System, all County of Riverside employees, except those serving "At Will," are subject to the probationary period provisions as specified in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head.
